Generic responsibilities

  • Make a significant contribution to the strategic leadership and management of the District Council as a member of the Corporate Leadership Team.
  • Accountable for all aspects of the leadership, management, development, direction, and delivery of allocated service(s), including joint working and inter-agency co-operation, working closely with Elected Members and other internal/external groups.
  • Play a lead role in the development and delivery of the Council’s aims and objectives in the Corporate Plan, including the participation and promotion of partnership working with external agencies.
  • Initiate, lead, and contribute to corporate developments and initiatives so as to assist the Council to achieve its objectives.
  • Accountable for Service budgets to ensure the delivery of the medium-term financial strategy and ensure the provision and delivery of high quality and cost-effective services.
  • Responsibility for contributing towards driving forward or supporting work streams within the “Wyre Forest Forward” transformation agenda to ensure that the Council's corporate priorities are delivered.
  • Direct staff to work in a legal and compliant way with all resources (for example, equipment, IT hardware and software).
  • Provide guidance and professional advice to Chief Executive and elected members, ensuring relevant legal compliance, clear communication, and delivery of Council objectives.
  • Responsible for maintaining and modelling Our Values and standards by developing and driving a people centred and values-based culture.
  • Responsible for being part of the Council’s emergency response team on a rota system and in times of major incident.

  • Undertake equality impact assessments as required to ensure the council ‘s policies are lawful.

Health and Safety

  • To operate with due regard to the Council’s policies, procedures and guidance and undertake any health and safety training as appropriate.
  • To undertake specific risk assessments for team members as appropriate.

Information security and governance

  • Manage information in line with the Council’s policies, procedures and guidance on Data Protection, GDPR, Freedom of Information, confidentiality, information security and sharing to ensure compliance and efficient and effective information governance.

Safeguarding

  • Maintain awareness of Council policies and practices regarding the safeguarding of children, young people and vulnerable adults who may be at risk. Report concerns in accordance with corporate guidance and procedures.

Purpose of the job

  • Management responsibility for housing strategy and enabling, homelessness and housing advice, planning policy, development management, private sector housing, conservation of the historic environment, health and sustainability and land charges.
  • To establish a robust strategic housing and policy framework to enable the Council to achieve its growth and development ambitions.
  • Lead officer in the provision of services to support the health and wellbeing of vulnerable people in the district.
  • To manage, support, develop and review performance of all direct reports.
  • To deliver the outcomes of externally funded contracts, shared services, and other services for which the postholder is responsible.
  • To work in conjunction with colleagues and partners to develop a range of projects, strategies and services that support the health and wellbeing of residents if the district, especially the vulnerable, including, where relevant, with the wider health economy, social care, children’s’ services, other local authorities, registered providers, County Council, developers etc.
  • To lead the North Worcestershire Water Management shared service
  • To lead policy consultation and ensure new policies are communicated to managers and that relevant training and coaching is provided to support managers in the application of new policies.
  • To manage service area budgets in accordance with Financial Regulations and Standing Orders.
  • Responsibility for ensuring that data created, received, or acted upon is of high quality in accordance with the Council’s Data Quality Policy.
  • This is an influential senior service manager role with responsibility contributing towards driving forward or supporting work streams within the “Wyre Forest Forward” transformation agenda to ensure that the Council's corporate priorities are delivered.
  • To assist in developing an organisation which provides efficient, environmentally sound and customer sensitive services and has the capability of learning from and responding to change.
  • Lead officer in bringing forward housing developments on council owned land to deliver an income stream and/or reduce costs to the authority.
  • Lead officer in procurement of properties to deliver an income stream and/ or reduce costs to the authority.
  • To undertake land assembly and / or compulsory purchase of assets to support generation of capital or assets.
  • To develop services and projects that fulfil the Council’s climate change ambitions including through direct provision of energy generation projects.
  • To commission and procure services from a range of providers and organisations in relation to Strategic Housing functions and to ensure contract compliance.
  • To deputise for the Chief Executive as required.
