Kidderminster Business Improvement District (BID)
What's it all about?
A BID is a defined area in a town where a partnership is formed between all organisations for the improvement of that area. Improvements typically include items such as new business support, town marketing, promotions and events, safety & security, extra cleansing and maintenance. The BID services agreed are always in addition to those already provided by the Local Authority and it is not a means for a local authority to save money. The extra services delivered by the BID body, which becomes independent of the Council, are funded by an annual levy, usually about 1.5% of the rateable value of each property. However all this has to be agreed by a ballot of all businesses within the proposed Business Improvement District.
Typical outcomes generated by a BID include:
- Reduction in crime
- Increased vibrancy of the town
- Increased footfall
- Increased consumer spend
- Increased property values
- Better perception of the town
BIDs have been successfully adopted and re-adopted in well over 100 towns in the UK; there are 11 in the different areas of Birmingham and its surrounds.

In accordance with paragraph 17 of Schedule 2 to the Business Improvement Districts (England) Regulations 2004, I, Ian Miller, as ballot holder for the Kidderminster Business Improvement District Ballot (BID), certify as follows:
Total number of votes cast in the ballot, excluding any given on ballot papers rejected: 102
Aggregate rateable value of each hereditament in respect of which a person
votes in the ballot: £4,603,503
Total number of votes cast in favour of the proposed Business Improvement District for Kidderminster: 56
Aggregate rateable value of each hereditament in respect of which a person
voting in the ballot has voted in favour of the proposed Business Improvement District for Kidderminster: £2,941,300
I hereby declare that the proposal to establish a Business Improvement District for Kidderminster HAS been approved. A majority of the business ratepayers in the proposed BID area, who voted, voted in favour of the proposal, both by aggregate rateable value and numbers voting.
Turnout: 27.64%

Total number of votes cast in favour of the proposed Business Improvement District for Kidderminster: 38
