Meeting date: Tuesday 11 May 2021

Minutes of the Stone Parish Council Meeting held on Tuesday 11 May 2021 commencing at Stone Parish Rooms. This being our first face to face meeting since COVID-19 restrictions were introduced in March 2020.

Present:

Councillors Mrs Pauline Hill (Chairman), Mrs Fioan Lawson- Hughes , Mr Derek Killingworth, Mrs Hilary Baxter and County Councillor Mr Marcus Hart.

In attendance:

Mr S Clee (Clerk)

Apologies:

Councillors Mrs Jane Lacey and Mr Richard Wignall.

292 Election of chairman

Councillor Mrs Pauline Hill was elected Chairman for the 2021-2022 municipal year and duly made and signed the declaration of acceptance of office.

293 Co-option to vacant seats

Council noted we have two vacant seats following the recent resignation of Mr Graham Higgs. The Clerk advised he had drafted a letter for circulation to all “households” in the parish to see if anybody would be considered to stand for the Parish Council vacancies.

294 Confirmation of the minutes

The minutes of the last meeting held on 9 March 2021 as previously circulated were approved and signed by the Chairman.

295 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality.

  1. None declared.
  2. There were none.

296 Chairman’s opening remarks

The Chairman welcomed everybody to our first face to face meeting in 14 months.

297 Planning matters

The Council noted the current list of planning applications approved and pending by Wyre Forest Distict Council.

298 Correspondence and progress reports

There were no items to consider.

299 County and district reports

Council noted the written report from County Councillor Hart who also very kindly agreed to join us this evening. The Chairman inquired about the completion date for the road improvements on the Worcester Road Island as the sign installed on site gives an unrealistic completion date. Councillor Hart started there was confusion within the Highways Department, and he had been assured all the works would be completed by September 2021.

300 Defibrillator inspections

Council noted Councillor Mrs Hiliary Baxter had very kindly been carrying out the monthly visual inspections of the appliance to check it was charging correctly. The Chairman thanked Councillor Baxter and stated both she and Councillor Lacey were on standby should they be needed at any time to help.

301 Appointment of representatives

  • Trustee to the St Mary’s PCC – Councillor Mrs Fiona Lawson Hughes
  • West Mercia Police contact – Councillor Richard Wignall
  • Wyre Forest Community Housing contact - Councillor Mrs Fiona Lawson Hughes
  • CALC Representatives to Wyre Forest Area Committee – Councillor Mrs Pauline Hill Councillor Derek Killingworth.

290 Finances

  1. It was noted the Bank Balance currently stands at £20, 5569.45 which includes earmarked reserves and grants for specific works and 50% of our precept for 2021-2022.
  2. Accounts amounting to £3,299.69 made retrospectively were approved.
  3. The Council noted the Income and Expenditure Spreadsheets circulated with the agenda for the new Municipal Year 2021-2022.
  4. Council approved the Annual Governance Statement for 2020-2021 and Authorised the Chairman and Clerk to sign them accordingly.
  5. The Council further approved the Accounting Statements for 2020-2021 and Authorised the Chairman and Clerk to sign them accordingly.
  6.  Council approved the Clerk and Chairman complete the Annual Accounts for 2020-2021 in accordance with Messrs P K Littlejohn requirements.
  7.  Council approved Mr Peter Phillips being appointed as our internal auditor for 2021-2022 municipal year.

291 Date of the next meeting

There being no other business the meeting ended at 7.25pm. The next meeting will take place on Tuesday 13 July 2021 at Stone Parish Rooms.
