Minutes of the Rock Parish Council meeting, held at Far Forest Sports Pavilion, on Monday 30 January 2023 commencing at 7.10pm.

Present: Councillors Richard Williams (Chairman), Sandra Woodhouse (from 19.20), Chris Price, Christine Sankey, Andrew Croot, Pat Pain, Isobel Hedges Ward, Sally Watkins, Emily Bourne, Nick Stones, David Nott and Douglas Goodwin (from 19.25) 

In attendance: Mr S Clee, Clerk, Mr Rob Matthews, District Councillors Anna & Roger Coleman and County Councillor Dan Morehead.

Apologies: Councillor Ms Sue Morris  

2244 Confirmation of the minutes:

The minutes of the last meeting held on 19th December 2022 as previously circulated, were approved and signed by the Chairman.

2245 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality.

This was no declarations made.

2246 Public participation:

There was none.

2247 Planning applications

054  22/1011/PIP Redevelopment of existing transport depot and storage yard@ Land at Clows Top Garage, Tenbury Rd, Clows Top, Rock.

It was RESOLVED to recommend approval in principle as previously agreed under planning application 19/0283/PIP.

055   22/1022/FUL   Change of use of agricultural brick-built barn into a 3-bedroom dwelling@ Barn At, The Tynings, Church Lane, Far Forest.

It was RESOLVED to recommend approval

056  23/0018/PNR Change of Use of Agricultural Buildings to Dwellinghouses (Use Class C3)@ Old Bliss Farm, Gorst Hill, Rock, DY14 9YG.                          

It was RESOLVED to forward again the council’s previous comments on this application when considered in October 2022 as follows;

“Rock Council have considered this submitted application three times now in the past 6 months and believe their previous concerns still merit closer consideration, the Council RESOLVED to recommend REFUSAL again to this application because this site is outside the settlement boundary which was, recently approved by the Planning Inspector, for construction of new dwellings, it is on agricultural land and over development of the site. The housing needs for Rock Parish, established by WFDC’s Housing Needs survey, have been more than satisfied, 14 local residents have opposed this application along with Worcestershire County Highways objects to this development"

057 23/0027/HOU  Replacement of carport with single storey flat roof extension, erection of extension to gable end and change to external finishing materials@ Upper Piece , Gorst Hill Road, Rock.

It was RESOLVED to recommend approval.

2248 Correspondence

All correspondence had been circulated to members via email prior to the meeting.

2249 County and district councillors report:

The council received a verbal update on actions taken or ongoing by County Councillor Dan Morehead. District Councillor Roger Coleman reported WFDC’s Rainbow Coalition are unable to get their budget for 2023-2024 approved by full council without accepting many proposals proposed by the opposition group.

2250 Finances:

  1. Accounts amounting to £1,227.63 were approved for payment.
  2. The Council noted the current Income & Expenditure Spreadsheets circulated with the agenda to date.

2251 Date of the next meeting

There being no other business the meeting ended at 19.56pm. The next meeting will be held on Monday 27th February 2023.
