It is the driver's responsibility to make sure the vehicle is parked in accordance with street parking regulations. We encourage motorists to check the area for road markings and signs before leaving the vehicle, to ensure that parking regulations are followed at all times.

Please be aware that if your vehicle is parked in breach of the parking regulations, you should expect to receive a Penalty Charge Notice (PCN).

Car parks

The notice board in the car park will tell you the conditions of use. Please see our off-street parking consolidation order for full rules, or see summary below.

Pay and display ticket

To park in our car parks, you need to either pay by mobile or purchase a pay-and-display ticket. A valid pay-and-display ticket must be purchased upon arrival and clearly displayed on your windscreen.

If you are unsure how long you will need to park, we recommend purchasing a longer stay to avoid unexpected delays.

Parking bays

Please ensure that the vehicle is parked within the markings of a bay. Parking over two bays or parking in an area of the car park which was not designed for vehicles to park may cause problems or be a safety hazard to other motorists.

  • Oversized vehicles

We appreciate that there may be motorists who would like to park oversized vehicles such as motorhomes or vehicles towing trailers in our car parks. Your vehicle must be parked within designated bays, and all parking bays occupied must be paid for the duration of your stay. For special arrangements for coaches, read our coach parking web page.

  • Designated motorcycle bays

Designated bays are clearly marked for motorcycles. Parking is free for motorcycles in selected car parks across the district. For full details, visit our motorcycle parking page

On street parking

Always check the surrounding area for signs and road markings before leaving the vehicle. Please see below for some of our on- street parking regulations.

Yellow lines

Parking is not permitted on a single or double yellow line during the hours of restriction unless continuous loading and unloading is taking place or a passenger is boarding or leaving a vehicle. The vehicle must not be causing an obstruction and must be parked safely, if loading and unloading is taking place (however, not if a loading ban is in place). Always check the street signs for clarification.

Bay parking

  • Limited waiting bays

These bays are limited to a particular length of time during the hours of operation. Please check the sign for details.

  • Goods vehicle loading bays

For the use of goods vehicles only. The sign will clearly state the times of use, and any vehicle that is not classed as a goods vehicle should expect to receive a Penalty Charge Notice.

  • Residents parking bays

A parking permit must be assigned to the vehicle whilst parking in the resident-only bays. Vehicles that are parked in a resident-only parking bay without a valid permit should expect to receive a Penalty Charge Notice. When purchasing a permit, please ensure you check the terms and conditions before using it.

  • Motorcycle bays

Motorcycle bays must remain available for motorcycles only. Any vehicle that has parked in a motorcycle bay that is not classed as a motorcycle should expect to receive a Penalty Charge Notice.

Problem parking

Someone parking on your driveway

If a vehicle is parked on your driveway without your permission, this is considered trespassing. As trespass is a civil matter, it’s not something the police can deal with. If the same person or vehicle does this repeatedly, you may wish to seek advice from Citizens Advice or speak to a solicitor. However, we always encourage starting with a polite conversation with the driver, as it may simply be a misunderstanding.

Someone blocking your driveway

If you are unable to drive onto your driveway, a polite word with the driver of the other vehicle may resolve the issue quickly. If it is a persistent problem, we may be able to help. Please contact us for further advice.

If you are unable to drive out of your driveway, the police may be able to help. Report online or via 101.

Illegal parking

Report to the Police if a vehicle is parked:

  • on white zig‑zag lines
  • dangerously
  • in a way that blocks emergency vehicle access
    These incidents can be reported online, via 101 or if you have footage, use Operation Snap

Report to the council if a vehicle is parked:

  • over a dropped kerb
  • in spaces reserved for Blue Badge holders, residents, or motorbikes (unless entitled)
  • in taxi bays, cycle lanes or on red lines
  • near a school entrance, bus stop or tram stop
  • on double yellow lines or on yellow zig-zags lines
