Minutes of the Rock Parish Council Meeting, held at Far Forest Sports Pavilion, on Monday 23 May 2022 commencing at 7.00pm.

Present: Councillors Richard Williams (Chairman); Pat Pain; Emily Seldon; Andrew Croot; Christine Sankey; David Nott; Ms Sue Morris; Douglas Godwin.            

In attendance: Mr S Clee, Clerk, Mr & Mrs Clive Skidmore, PCSO Jenny Bray.

Apologies: Councillors Christopher Price; Sandra Woodhouse; Sally Watkins; Nick Stones; District Councillors Anna & Roger Coleman  and County Councillor Dan Morehead.

2185  Election of Chairman:

Councillor Mr Richard Williams was elected Chairman for the 2022-2023 municipal year and duly made and signed the declaration of acceptance of office. Cllr Sandra Woodhouse was elected Vice Chairman.

2186 Confirmation of the Minutes:

The minutes of the last meeting held on 25 April 2022 as previously circulated, were approved and signed by the Chairman.

2187 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality.

• Councillor Godwin declared an interest in the financial payments section because he works for the company that have invoiced the parish council for recent works undertaken at Rectory Lane, Rock.
• Councillor Mrs Pat Pain declared an interest in Planning Application No 006 being a friend of the applicant.

2188 Public Participation:

No members of the public wished to address the Parish Council.

2189 Planning Applications:

004 22/0375/FUL Installation of 9 low level lighting bollards to the Village Hall driveway at Rock Hall.

The Council RESOLVED to support the installation provided they are only used when the Hall is occupied and switched off on all other occasions.

005 22/0399/FUL  Installation of 2 No electric gates at Land adjacent Victory Hall, Clows Top.

The Council RESOLVED to support the application.

006 22/0402/FUL Conversion of a single dwelling to two flats at 25 New Forest Close, Far Forest.

The Council RESOLVED to support the application provided the Fire Authority have no objections to the accesses.

007 22/0409/HOU Extension and conversion to existing garage/garden room to create ancillary accommodation at The Brambles, Callow Hill, Rock.

The Council RESOLVED to support this application provided the Annex is not sold separately to the main dwelling house and that Permitted Development Rights be withdrawn thereafter.

008 22/0417/PNR  Change of use from agriculture to dwellinghouses at Barn on edge of Heightington Village.         

The Council RESOLVED to support this PNR application but have grave concerns about the access off the private lane.

2190 Correspondence:

There was none as all emails have been circulated to Councillors prior to the meeting. It was noted Councillor Godwin was writing tonight’s report for the Rock & District News.

2192 Appointment to committees:

1. Finance Working Group (Richard Williams, Sandra Woodhouse, Sue Morris, Mrs Pat Pain, Christine Sankey)
2. Emergency Working Group (Emily Seldon, Douglas Godwin, Sandra Woodhouse, Christine Sankey, Richard Williams)
3. Planning & Parish Plan Working Group (Richard Williams, David Nott, Douglas Godwin, Sandra Woodhouse, Sally Watkins)

2193 Finances:

• Invoices amounting to £3,667.97 were approved for payment.
• The current years Income & Expenditure Sheets on purple paper were noted.
• The Council appointed Mr Peter Phillips as the internal auditor for 2022-2023.
• Council noted the VAT Claim to HMRC for £1,885.20 for the 2021-2022 Municipal Year had been paid.

2194 Date of the next Meeting:

There being no other business the meeting ended at 19.44pm. The next meeting will be held on Monday 27 June 2022.
