Minutes of the Rock Parish Council Meeting held via Microsoft Team due to the Corona-virus crisis and the fact that everybody should be self-isolating on Monday 29 March 2021 commencing at 7.00pm.

Present: Councillors Richard Williams (Chairman); David Nott; Andrew Croot; Christopher Price; Jim Lawson; Colin Thornton; Sandra Woodhouse; Pat Pain; Christine Sankey; Douglas Godwin; Sue Morris

In attendance: Mr S Clee, Clerk and District Councillor Roger Coleman.

Apologies: Councillors Nick Stone, Sally Watkins and District Councillor Anna Coleman.

2080 Confirmation of the Minutes:

The minutes of the last meeting held on 22nd February 2021 as previously circulated, were approved and signed by the chairman.

2081 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality.

2082 Public Participation:

No members of the public were present tonight.

2083 Planning Applications:

21/0078/FUL at Oak Tree Farm, Kinlet Road.

It was RESOLVED to recommend refusal for this application as it is outside the settlement boundary and contrary to the Wyre Forest District Council Planning Policy No SAL.DPL2.

21/0180/HOU - Retrospective two storey rear and single storey side and Extensions at Old Hall Farm, Tenbury Road, Clows Top, ROCK.

It was RESOLVED to support this application.

21/0198/LBC - Retrospective application for works of alteration and extension to a listed dwelling and construction of a new garage at Upper Norchard Farm, Netherton Lane, Dunley, DY13 0UJ

It was RESOLVED to support this application.

21/0197/HOU - Retrospective application for works of alteration and extension to a listed dwelling and construction of a new garage at Upper Norchard Farm, Netherton Lane, Dunley, DY13 0UJ

It was RESOLVED to support this application.

21/0232/FUL - Proposed Industrial Unit at Bewdley Business Park Long Bank, DY12 2TZ

It was RESOLVED to support this application.

21/0270/HOU - Retrospective approval for alterations to Grade II listed barn at Upper Norchard Farm, Netherton Lane, DY13 OUJ

It was RESOLVED to support this application.

21/0276/HOU - Loft conversion to include 6 roof lights and a window inside gable with Juliet balcony at 1 Walnut Grove, Bliss Gate, Rock.

It was RESOLVED to recommend refusal to this application. When the Parish Council supported the Walnut Grove development it was done so with serious considerations to the WFDC Housing Needs Survey. That Survey clearly identified the need for smaller properties and in particular bungalows, some of which would presumably be single story. This application would reverse that decision and weaken the local supply of single story bungalows.

21/0280//S73 -

Variation to Condition No. 3 attached to Planning Permission 06/0788/FULL to increase number of caravans to 26 at The Willows Park Homes, Cleobury Road, Far Forest.

It was RESOLVED to recommend refusal to this application. Rock Parish has a massive number of Caravan Park Homes which outweigh our local needs. This site was originally built for a limit of 25 Caravans and the Parish Council believes the original licence should be adhered too.

20/0292/HOU - Single storey rear extension, The Bungalow, Cleobury Road, Far Forest, Rock

It was RESOLVED to support this application.

20/0296/HOU - Two storey side extension, single storey rear extension, front porch, alterations to fenestration to include dormer windows, new roof tiles and rendering to all elevations at Copper Beeches, Callow Hill, Rock.

It was RESOLVED to support this application.

20/0301/FUL - Proposed replacement dwelling at Old Williams Cottage, Heightington Road, Bliss Gate, Rock.

It was RESOLVED to support this application provided the WFDC Conservation Officer is happy with the major changes to this original historical farm workers cottage.

20/0281/FUL - Erection of an agricultural building comprising one field shelter and two agricultural storage rooms at Land at OS 378015 269918, Dunley Road, Heightington, Rock.

It was RESOLVED to support this application.

2084 Correspondence and Update Sheet:

Councillor Ms Sue Morris agreed to write tonight’s parish council report. Councillor Mrs Pat Pain would be scheduled to write the April report.

2085 County & District Councillors Report:

Councillor Roger Coleman reported on the WFDC Cabinet recently amending the local PSBO Orders relating to dog walking. Previously there was a local restriction that only 3 dogs could be walked at any one time. However, following a recent consultation exercise and widespread objections to the limit of 3 the WFDC Cabinet have amended the order to 6 dogs being allowed to be walked by 1 adult now provided all dogs are on a lead at all time.

Cllr Coleman referred to an earlier meeting tonight where the WFDC have started to look at Firework Legislation and where and what local restrictions can be imposed. He stated all Parish Councils would be consulted during this process. It was agreed to make this a future agenda item.

2086 Updated Asset Register:

Council noted the updated Asset Register which was circulated for insertion into the Parish Bible File. Cllr. Godwin pointed out that the Queen Elizabeth II memorial plaque in the Church at Rock was de facto now the property of the Church and need not be on our Asset Register. The Clerk pointed out although the plaque was now owned and maintained by St Peters Church it was an asset of the Parish Councils expenditure that needed to be accounted for.

2087 Finances:

  1. Income & Expenditure spreadsheets previously circulated were approved.
  2. Accounts amounting to £8,993.56 as detailed on the expenditure spreadsheet circulated to all councillors prior to the meeting were approved for payment.

2088 Date of the next Meeting There being no other business the meeting ended at 20.10pm. The next meeting will be held on Monday 26th April 2021 via Microsoft Team Webcast.The start of which will be our Annual Parish Meeting.
