Minutes of the Rock Parish Council AGM Meeting held in Heightington Village Hall on Monday 16th December 2019 commencing at 7.00pm.

Present: Councillors Richard Williams (Chairman); Jim Lawson; David Nott; Colin Thornton; Sandra Woodhouse; Pat Pain; Christine Sankey; Douglas Godwin; Christopher Price

In attendance: Mr S Clee Clerk, Lengthsman Colin Link, District Councillor’s Anna & Roger Coleman & 22 members of the public.

Apologies: Councillor’s Sally Watkins, Andrew Croot, Sue Morris, Nick Stones, WMPC Nathan Chater & County Councillor Rebecca Vale.

2045 Confirmation of the Minutes:

The minutes of the last meeting held on 25 th November 2019 as previously circulated were approved and signed by the Chairman.

2046 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality;

A) There were none. B) There were none.

2047 Public Participation:

Mr Phil Deeley of M Squared & Rob Matthews Construction gave a presentation on their proposed revised Planning Application for the Clows Top development. Mr Ray Blount addressed Council on Planning Application 19/0770 which would be considered later in the evening. He objected to the application because of access onto the site together with the prominent visibility from the highway and an adjoining footway.

Mr Christopher Woolley of Buckeridge alerted the Council to a potential similar Planning Application at Olive Tree Buckridge. Concern was expressed that their objections to the previous application had not been addressed and that a septic tank had been installed without Planning approval, that the light and noise pollution had not been addressed and that the current high lighting levels would interfere with bat activity. The applicant had brought a lot of rubble onto the site. The chairman also stressed their need to send written observations to the WFDC Planners.

Mr David Harper of Pound Bank questioned if the Wyre Forest DC Planning Policy relating to Caravan Sites & Parks was still being adhered to. The Chairman confirmed that it was still the District Councils Policy.

2048 County & District Councillor’s Report:

Councillor Roger Coleman stated the District Council were reviewing their current car parking policy and the free one hour currently available in Bewdley was likely to be scrapped following the review. He believes that there was a proposal to discontinue the free one hour parking in Bewdley and that parking in car parks was to be charged up to 9:30pm instead of the current 6:30pm.

2049 Planning Matters:

19/0714/FULL Single storey rear extension at CHERRY ORCHARD, BUCKERIDGE BANK, ROCK, KIDDERMINSTER, DY14 9DW.

RESOLVED to support.

19/0729/FULL Erection of two dwelling houses and associated vehicular access, parking and amenity space, following demolition of existing buildings and removal of existing vehicular access at THE DRIVE, BLISS GATE ROAD, ROCK, DY149XU.

RESOLVED to support.

19/0751/FULL Construction of 2 bed bungalow and relocation of garage approved under Planning Approval 19/0080/FULL at LAND OFF GORST HILL ROAD, ROCK.

RESOLVED to support.

19/0752/FULL Two storey side extension and associated works at OLDE OAKS, POUND LANE, ROCK, DY149RD.

RESOLVED to support.

19/0756/FULL Proposed single storey rear extension, front porch and alterations to garage roof at 24 RECTORY LANE, ROCK, DY14 9RS.

RESOLVED to support.

19/0762 Construction of new 2 storey, 3-bedroom detached house to be built to the side of the existing semidetached property. Alton Nurseries, Long Bank, Bewdley.DT12 2UL

RESOLVED to support.

19/0770/FULL Erection of classroom/store room building in connection with agricultural courses and formation of vehicular access and associated parking at LAYTON WOOD, POUND BANK, ROCK, KIDDERMINSTER, DY14 9RA.

RESOLVED to recommend refusal for this application on Highway and Safety grounds. They also believe it’s overdevelopment of the site.

19/3061 Change of use of an agricultural building and land with its curtilage to a dwelling house at Shaw Hill, Dunley Road, Heightington, DY12 2YH.

RESOLVED to recommend refusal for this application as it’s incongruous in the local area and the PC would rather see the building demolished than converted. 

2050 Correspondence & Update Sheet: There were no updates.

2051 Parish Magazine:

Councillor Mrs Pat Pain is writing tonight’s report for the Parish Magazine and Councillor Andrew Croot to write the January report.

2052 Finances:

a) Accounts amounting to £6,359.52 as detailed on the expenditure spreadsheet were approved for payment.

b) The Council noted the Income & Expenditure Spreadsheets circulated to date for the 2019- 2020 Municipal Year.

c) The Council approved the Revised Asset Register dated 16th December 2019.

2053 Date of the next Meeting

There being no other business the meeting ended at 20.35pm. The next meeting will be held on Monday 27th January 2020 at Heightington Village Hall.
