Minutes of the Rock Parish Council Meeting, held at Far Forest Sports Pavilion, on Monday 28th April 2025 commencing at 7.00pm.

Present: Councillors Mr Richard Williams (Chairman); Ms Sandra Woodhouse; Andrew Croot; Jim Baker; Douglas Godwin; Ms Sally Watkins; Mr Nick Stones

In attendance: Mr S Clee Clerk, County Councillor Dan Morehead and Mr Clive Skidmore.

Apologies: Councillor’s Isobel Hedges Ward, Ms Sally Watkins, David Nott, Ms Sue Morris, Nick Stones & Ms Emily Bourne.

2457 Confirmation of the Minutes:

The minutes of the last meeting held on 31st March 2025, as previously circulated, were approved and signed by the Chairman.

2458 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality.

None.

2459 Public Participation:

No representations were made.

2460 Planning Applications:

004 25/0288/CLE Certificate of Lawful Development for Existing

Use of a Building as an Independent Dwellinghouse @ Green Acres, Heightington Road, Bliss Gate, Rock.

Council noted the application and had no evidence to pass on to the WFDC.

2461 Correspondence:

Councillor Richard Williams will write this month’s parish magazine report and David Nott in May 2025.

2462 County & District Reports:

County Councillor Dan Morehead gave a verbal report on ongoing issues being addressed around the Parish from continuous flooding along the A456 off Fletchers Farm to the proposed surface dressing along Sugars Lane.

He stated only 59 responses had been received to the speed limit proposals along the A456 Bewdley Bypass and 19 people were against the proposals. Highways were currently evaluating all responses. Dan thanked the Parish Council for working with him over the past 4 years and, subject to the elections on Thursday 1st May 2025 looked forward to continuing with that work.

Councillor Baker proposed a vote of thanks to Councillor Morehead for his support and work around the Parish for the past 8 years and it was unanimously agreed to support his proposal.

2463 Parish Grant Scheme:

Following a request by the Finance Committee to look at the structure of the current Grants Scheme Councillors Baker and Williams in association with the Clerk drafted a proposal based around earlier discussions to have two applications one for a Capital Grant with a pot of £10,000 and a Revenue Grant form from the current £6,000. Following lengthy discussions by Council it was agreed invite all Village Hall Chairman to a meeting with Cllrs Baker, Williams and the Clerk to explain the proposed scheme and seek their opinions before a final decision of Council in June or July 2025.

2464 Finances:

The clerk advised that due to no receipts or payments there were no further actions at this meeting.

2465 Date of the next Meeting:

There being no other business, the meeting ended at 20.25pm. The next meeting will be held on Monday 19th May 2025 which will be the Annual General Meeting held at the Sports Pavilion, Callow Hill, DY12 9DB at 7.00pm.
