2363 Confirmation of the minutes:
The minutes of the last meeting held on 25 March 2024, as previously circulated, were approved and signed by the Chairman.
2364 Declaration of Interest for a) The Meeting and b) Any changes to be notified to the Registers of Interests and Gifts and Hospitality.
This were none.
2365 Public participation:
This was none.
2366 Planning applications:
013 24/0193/FUL Construction of new 2 bedroom dwelling@ 2 Stone Cottages, Quarry Road, Rock.
It was RESOLVED to recommend REFUSAL as it was deemed over development and the proposed dwelling would block car access for the existing dwelling.
014 24/0232/FUL Siting of 10 shepherds huts for guests along with parking/turning area, recycling/waste, a timber bike store and small treatment room@ Disused mine, Tenbury Road, Clows Top.
It was RESOLVED to recommend refusal to this application for the following reasons:
1 The proposed development would result in an additional holiday lodge site in an area where the WFDC adopted Development Plan policies show that this type of development should be resisted. The development would add a further impact to this area of the District’s landscape that has been identified as being collectively adversely impacted by holiday development. To approve the development would be in direct conflict with Policies DM19, DM20, DM21 and DM30 of the recently approved Local Plan and Government advice in the National Planning Policy Framework.
2 Uncharacteristic development would be pushed into an open, agricultural landscape that is sensitive to change, which is also a non-designated heritage asset, creating harm to the character and visual amenity of this important landscape. Such harm would be contrary to Policy CP12 of the Adopted Core Strategy, Policy SAL.UP6 of the Adopted Site Allocations and Policies Local Plan, Policies 11B and 11C of the Wyre Forest District Local Plan.
3 The proposed development will result in a significant detrimental impact on the amenity of occupiers of adjoining neighbouring residential property, through increased movement of vehicles and general disturbance from the large scale gatherings which the extensive facilities provided will clearly facilitate. It is therefore considered that the proposal fails to comply with the requirements of Policy SAL.UP7 of the Site Allocations and Policies Local Plan.
4 Rock Parish Council believe the proposal is therefore contrary to the requirements of policy SAL.UP6 of the Site Allocations and Policies local Plan.
2367 Correspondence:
All correspondence had been circulated to members via email prior to the meeting. Councillor Andrew Croot will be writing tonight’s report for the Rock & District News Councillor Emily Bourne will write the report in May 2024.
2368 District and county councillor reports:
It was noted our County Councillor had sent a report via email.
2369 Parish Housing Needs Survey:
Council noted the most recent Housing Needs Survey produced by Wyre Forest District Council.
2370 Parish Plan:
Council was asked to consider refreshing the Community Parish Plan that was last produced in June 2005. It was agreed a working group would stay behind after the next meeting to look at this.
2371 Finances:
- The Council approved invoices amounting to £419.15 for payment tonight.
- The council noted the Income & Expenditure Sheets to date.
2372 Date of the next Meeting:
There being no other business the meeting ended at 20.07pm. The next meeting will be held on Monday 20th May 2024 this being the AGM Meeting.
