Minutes of the Rock Parish Council meeting, held at Far Forest Sports Pavilion, on Monday 28 February 2022 commencing at 7pm.

Present: Councillors Richard Williams (Chairman), Pat Pain, David Nott, Christopher Price, Sandra Woodhouse, Sally Watkins, Andrew Croot Christine Sankey, Sue Morris, Emily Seldon and Douglas Goodwin from 7.15pm

In attendance: Mr S Clee; clerk, Mr and Mrs Clive Skidmore, Mr Martin Winfield, Mrs Michele Winfield, Master Jacob Winfield, Ms Margaret Griffiths, CSO Jenny Bray, District Councillors Anna and Roger Coleman.

2159 Confirmation of the minutes:

The minutes of the last meeting held on 31 January 2022 as previously circulated, were approved and signed by the chairman.

2160 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts and Hospitality.

  • Councillor’s Mrs Pain and Ms Watkins declared an interest in planning application number 065 both being immediate neighbours of the applicant.

2161 Public participation:

PCSO Jenny Bray reported on a local elderly lady in the parish who was forced to have her drive way tarmaced and had £6,000 stolen from her bank account in the process. Mr Martin Winfield spoke about his annoyance that his architect submitted the wrong plans previously for Casa Mia and tonight’s plans are the exact same ones as were submitted and recommended for approval by the Parish Council in May 2021.

Ms Margaret Griffiths spoke about the Tree Application in Walnut Grove and her objections to the TPO’d Ash tree being disturbed. The chairman clarified the Arboricultural Officers view that he supported the previous objections of the PC but had now offered a solution to minimise the work on the Tree as a compromise.

2162 Planning applications

063 22/0103/HOU Proposed first floor extension and balcony at Thumpers Hole, Bliss Gate.

It was RESOLVED to support this application.

065 22/0137/FUL Resubmission and creation of 2 x 2 Bedroom Residential Units at Casa Mia, Cleobury Road, Far Forest.

It was RESOLVED to recommend Approval with a condition that the external lighting around the rear of Casa Mia be restricted as floodlighting is covering the gardens of adjoining properties day and night.

066 22/0140/AG Erection of an open agricultural barn at Land at OS 374525 270407 at Greenway, Rock.

It was RESOLVED to support this application.

059(Rev) 22/0041/TPO Ash (T4) - Thin crown by 25% to add more light Into the rear garden at 3 Walnut Grove, Bliss Gate, Rock, Worcestershire.

It was RESOLVED NOT to support this application for the removal of the crown of this tree by 25%. However, the Parish Council noted the Arboricultural Officers  comments in his email of the 3 February that he supported the minor crowning of 1 to 1.5 meters. If the applicants agree to this compromise the PC would withdraw their objections provided no future applications to prune back this tree are made.

2163 County and district councillors report:

Councillor Roger Coleman confirmed he had agreed to a request from the PC for a grant towards the new VAS Sign for Callow Hill. Anna Coleman had also agreed to give a grant, both grants being given from their community leadership funds.

2164 Wyre Forest District Council invoice for by-election August 2021

The Clerk had circulated a copy of the invoice Wyre Forest District Council had generated for a By-election in August last year that never took place. Council believed it was inadvertently sent to us and instructed the Clerk to return it to Wyre Forest District Council and request they cancel it as they had incurred large costs on issuing “poll cards” just 2 days before nominations closed.

2165 Finances:

  1. Income and expenditure spreadsheets previously circulated were approved.
  2. One invoice amounting to £36.00 was approved
  3. Council noted the circulated Council Tax bands for 2022-2023 municipal year
  4. HSBC banking
    • The Clerk confirmed to Council that our Business Account was now closed at the HSBC and all funds had been transferred to our new Lloyds Current Account. He was still pursuing getting all Councillor’s onto the new mandate at Lloyds.

2166 Date of the next meeting

There being no other business the meeting ended at 7.46pm. The next meeting will be held on Monday 28 March 2022.
