2211 Confirmation of the Minutes

The minutes of the last meeting held on 25th July 2022 as previously circulated, were approved and signed by the Chairman.

2212 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality.

This was no declarations made.

2213 Public Participation:

Mr Rob Simmonds addressed council. He circulated a letter explaining his purpose and need for the Live Work Unit at Chapel Lane. The Chairman thanked him for his contribution and said the application 22/0692/FUL will be considered shortly.

2214 Planning Applications:

016 22/0615/FUL Detached garage@ Low Clows, Worcester Road, Clows Top.

It was RESOLVED to support this application.

017 22/0670/HOU Proposed two storey side extension, Single storey rear, side and front extensions with hipped roof@ 1 Alton Nurseries, Long Bank.

It was RESOLVED to support this application.

018 22/00652/FUL Change of Use of Land to domestic garden @Stables at Lucys Farm Callow Hill, Rock.

It was RESOLVED not to support this application. This land was originally a fruit orchard and council believes the identified piece of land in question is far too big to incorporate within the curtilage of the barn for domestic purposes.

It was also noted that no planning approval had been granted for the mobile home which is permanently on the site and also that there was an issue being investigated regarding the payment of Council Tax.

019 22/0692/FUL Construction of Live/Work unit@ Land at 0S 374405 273939, Chapel Lane, Callow Hill, Rock.

It was RESOLVED to support this application with a condition placed on the approval notice that the proposed dwelling, if approved, cannot be sold separately to the log cabin business as they are all integral to each other.

020 22/0706/HOU Erection of Pool House and realignment of Swimming pool previously approved under

planning permission 22/0244/HOU@ Heartwood , Bliss Gate Road, Rock.

It was RESOLVED to defer this application as there was insufficient information provided to determine the application. Following the meeting under our scheme of delegation and additional information being provided it was RESOLVED to support this application.

021 22/0733/NMA Amendment to exterior facing material of Lower basement extension to facing brick in lieu of render, addition & slight repositioning of small windows to basement accommodation & provision of new window to wc to first floor gable, and construction of length of balustrade to decking over new basement roof in rendered masonry to give privacy from fronting lane in lieu of glazed panels@ The Bredons, Heightington Road, Heightington.

It was RESOLVED to support this application.

022 22/0736/TPO Ash - Cut back two branches (as detailed in The application) overhanging the garden of Brook Lodge, Dark Lane, Rock@The Ballards, Dark Lane, Rock.

It was RESOLVED to support this application provided the Tree & Arborcultural Officer is in support.

It was RESOLVED to support this application.

024 22/0756/FUL The installation of an Automated Teller Machine with 2 Anti-ram bollards and signage Forest Stores And Post Office , Cleobury Road, Far Forest, Nr Kidderminster.

It was RESOLVED to support this application.

It was RESOLVED to support this application.

2215 Correspondence:

There was none as all emails have been circulated to Councillors prior to the meeting. It was noted Councillor Pat Pain was writing tonight’s report for the Rock & District News.

2216 District & County Councillor Reports:

Councillor Roger Coleman reported the District Council were currently carrying out a carpark review looking at charges and accessing card or cash machines. He also confirmed the recently constructed Bewdley Museum Management Trustees had all resigned leaving the Museum in a state of limbo. Discussions were underway to see if the Town Council would like to take on the running and management costs for the Museum, Stores and Queen Elizabeth II Jubilee Gardens.

2217 Bliss Gate Village Fields Committee:

Council had been invited to appoint two representatives to the Bliss Gate Village Fields Committee. The Clerk clarified that when the Bliss Gate Village Field was formed and constituted the terms of reference stated a Management Committee will be formed and two Parish Councillors or their representatives appointed to manage the asset for the benefit of the Children at Bliss Gate. It was agreed Mr Clive & Mrs Zoe Skidmore of Peats Farm, Greenway represent the Parish Council.

2218 Finances:

  1. Accounts amounting to £10,818.56 were approved for payment.
  2. The Council noted the current Income & Expenditure Spreadsheets circulated with the agenda to date.

2219 Date of the next Meeting:

There being no other business the meeting ended at 20.30pm. The next meeting will be held on Monday 31st October 2022.
