Councillors Richard Williams (Chairman), David Nott, Pat Pain, Sue Morris, Nick Stone, Emily Seldon, Douglas Godwin, Andrew Croot, Sally Watkins, and Sandra Woodhouse.

2138  Confirmation of the Minutes:

The minutes of the last meeting held on 25th October 2021 as previously circulated, were approved and signed by the Chairman.

2139  Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts and Hospitality.

  1. Councillor Williams declared an interest in Planning App No 043 as the applicant was a neighbour. Councillor Ms Woodhouse declared an interest in Planning App No 045 as the applicant was a neighbour. Councillor Nott declared an interest in Planning App No 041 as the application was from his Son Ben and on Land adjoining his farm
  2. There were none.

2140  Public participation:

No members of the public wished to address the council.

2141  Planning applications:

037 21/0996/HOU Two storey extension to rear/side of existing dwelling and replacement of existing garage with garage and room above at The Gables, Pound Bank, Rock.

It was RESOLVED to support this application.

038/039 21/1013/HOU and 21/1014/LBC Replacement of existing breakfast room glazed timber structure with oak structure together with the replacement of the name plaque on the front elevation of the building at Alton Lodge Farm, Buckeridge.

It was RESOLVED to support this application.

040 21/1029/HOU Detached Oak Framed Double Garage at Four Winds, Porchbrook Road, Rock.

It was RESOLVED to support this application.

041 21/1030/PNR Change of use of agricultural building to a single Dwelling at Gorst Hill Farm, Gorst Hill, Rock.

It was RESOLVED to recommend approval and request a condition be placed on the proposed dwelling that restricts the use of the dwelling house in perpetuity to the farm and not allow the dwelling to be sold separately from the farm house.

042 21/1005/FUL Change of use from garage to hair salon at Highfields, Gorst Hill, Rock.

It was RESOLVED to support this application.

043 21/1036/HOU Construction of single storey extensions to gable and rear of existing detached dwelling to provide addition bedroom and living areas, reproofing incorporating raised ridge height and addition of enclosed front entrance porch at Brands Lodge Coppice, Wayside, Lynalls Lane, Far Forest.

It was RESOLVED to support this application.

044 21/2174/PNH Single storey extension at 43 Rectory Lane, Rock.

It was RESOLVED to support this application.

045 21/1067/HOU Two storey rear extension to existing dwelling at Bromley House, Church Lane, Far Forest.

It was RESOLVED to support this application.

046 21/1090/PNR Change of use of Agricultural Building to dwelling house at Old Bliss Farm, Gorst Hill.

It was RESOLVED to support this application.

047 21/0088/FUL Construction of two-bed bungalow with attached garage and associated works Land at OS 374405 273939, Chapel Lane, Callow Hill, Rock.

It was RESOLVED to recommend refusal for this latest application as the site is outside the settlement boundary which was recently amended and awaiting approval by the planning inspector. The land was never offered up for development when the forward planning officer conducted a call for sites when initially developing the emerging new local plan. Council also believes it is contrary to the Wyre Forest District Council Planning Policy No SAL.DPL2”

If it goes to Committee for Approval Rock PC would like to send a member along to speak.

048/049 21/1110/HOU and 21/1111/LBC Single storey rear extension and detached garage at The Goddess Farmhouse, Greenway, Rock.

It was RESOLVED to support this application.

2142 Planning representation:

It was RESOLVED to send Councillor Ms Sandra Woodhouse to the Planning Committee to represent the Parish Councils views regarding the Planning Application at Key Meadow, New Road, Far Forest.

2143 County and district councillors report:

County Councillor Dan Morehead stated the speeding issues were still ongoing and now he had returned from annual leave he was organising a meeting with Paul Green and the Clerk to look at options available.

2144 Finances:                                                      

  • Income and expenditure spreadsheets previously circulated were approved.
  • Accounts amounting to £3,300.36 as detailed on the expenditure spreadsheet previously circulated to all councillors prior to the meeting were approved for payment.
  • Council noted the Finance Committee had met on 10 November 2021 and looked at range of issues. The Committee went through the Draft Budget for 2022-2023. The Chairman stated that due to the difficult circumstances facing many people locally and nationally at the current time he felt it perhaps appropriate that RPC considered a freeze for the third time be placed on the precept for 2022-2023 and this was the recommendation from the Finance Committee. Following a debate it was RESOLVED to set the Precept for 2022-2023 for the second consecutive year at £55,020.00.

2145  Date of the next meeting

There being no other business the meeting ended at 8.10pm. The next meeting will be held on Monday 20 December 2021. The Chairman thanked everybody for their attendance tonight and wished them a safe journey home.
