Minutes of the Rock Parish Council Meeting held via Microsoft Team due to the Corona-virus crisis and the fact that everybody should be self-isolating on Monday 22nd February 2021 commencing at 7.00pm.

Present: Councillors Richard Williams (Chairman); David Nott; Andrew Croot; Christopher Price; Jim Lawson; Colin Thornton; Sandra Woodhouse; Pat Pain; Sally Watkins; Christine Sankey; Douglas Godwin; Nick Stone; Sue Morris

In attendance: Mr S Clee Clerk, Mrs Carol Pulford & Martin Winfield.

Apologies: District Councillor Anna & Roger Coleman.

2071 Confirmation of the Minutes:

The minutes of the last meeting held on 25th January 2021 as previously circulated, were approved.

2072 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality.

  1. Councillor Williams declared an interest being a resident of Plough Lane to Planning Application No 20/0951/Out. Councillors Mrs Pain & Ms Watkins declared an interest in Planning Application No 21/0103/FUL being adjoining landowners.
  2. There were none.

2073 Public Participation:

Mr Martin Winfield outlined his planning application and confirmed that the application was to convert existing buildings into liveable units of accommodation that can be used as a set down unit before his clients are allowed to return into their own properties.

Mrs Carol Pulford addressed Council on the Planning Application in Plough Lane.

2074 Planning Applications:

21/0078/FUL at Oak Tree Farm, Kinlet Road.

It was RESOLVED to recommend refusal for this application as it is outside the settlement boundary and contrary to the Wyre Forest District Council Planning Policy No SAL.DPL2.

21/0089/HOU at Alton Cottage, Gibbett Bank.

It was RESOLVED to recommend Approval.

21/0103/FUL at Casa Mia, Far Forest.

It was RESOLVED to recommend Approval for this application.

21/0102/AG at Gybhouse Farm.

It was NOTED this application had already been approved by WFDC.

21/0088/FUL at Land at, Church Lane, Callow Hill.

It was RESOLVED to recommend refusal to this application as it is outside the settlement boundary and contrary to the Wyre Forest District Council Planning Policy No SAL.DPL2.

21/0138/AG at Forestry Commission on Callow Hill.

It was RESOLVED to recommend Approval.

21/0130/HOU at Fir Lodge, Callow Hill.

It was RESOLVED to recommend approval.

21/0133/HOU at Melrose Cottage, Callow Hill.

It was RESOLVED to recommend approval.

21/0137/FUL, Land at Netherton Lane, Dunley.

It was RESOLVED to recommend Approval.

20/0951/OUT, Land off Plough Lane.

Council considered this application very carefully. They also took into consideration the contribution made by Mrs Carol Pulford earlier in the meeting. After lengthy debate it was agreed the reasons for refusal of an earlier planning application had not been satisfactory addressed and that those reasons still stood. On that basis it was RESOLVED to recommend refusal for this application for the following reasons;

  • The application is outside the Settlement Boundary
  • The application proposed is on Undeveloped Agricultural Land
  • The land adjoins a very important SSSI and development so close will be

very harmful to the protected species

  • Highways – is a major problem as access is off an unadopted Lane.
  • Development at this site would be out of keeping with the current Street

Scene.

  • The development is contrary to the WFDC policy SAL-DPL2.
  • Contrary to National biodiversity polices.

2075 Correspondence and Update Sheet:

Councillor Andrew Croot agreed to write tonight’s parish council report. Councillor Ms Sue Morris would be scheduled to write the March report.

2076 County & District Councillors Report:

In the absence of all the Parish’s Councillors from District & County there were no reports.

2077 CALC Membership:

Following a lengthy debate the Council decided to renew its Membership of CALC Worcestershire for 2021-2022.

2078 Finances:

  1. Income & Expenditure spreadsheets previously circulated were approved.
  2. Accounts amounting to £1,072.23 as detailed on the expenditure spreadsheet circulated to all councillors prior to the meeting were approved for payment.

2079 Date of the next Meeting There being no other business the meeting ended at 20.25pm. The next meeting will be held on Monday 29th March 2021 via Microsoft Team Webcast.
