Minutes of the Rock Parish Council Meeting held via Microsoft Team due to the Corona-virus crisis and the fact that everybody should be self-isolating on Monday 28th September 2020 commencing at 7.00pm.

2030 Confirmation of the Minutes:
The minutes of the last meeting held on 29th July 2020 as previously circulated, were approved, and it was agreed they could be signed by the Chairman.
2031 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality.
A)Cllr Ms Woodhouse declared an interest in Planning Application 19/0787 at Olive Tree Buckeridge Lane having previously publicly declared her objections. She left the meeting whilst this item was discussed.
B) There were none.
2032 Public Participation:
No member of the public had contacted any Councillors present or the Clerk to raise any matter on the agenda tonight.
014 20/0604/PNR Change of Agricultural Barn at Netherton Lane, Dunley.
It was RESOLVED to recommend refusal for this application as it is outside the settlement boundary. The isolated location has no means of sustainable transport. It is felt that this is an inappropriate development within the countryside.
015 20/0658/FUL Proposed manege solely for private use at Brockstone House, Netherton Lane, Dunley.
It was RESOLVED to recommend approval for the manege provided it is a conditioned that it is for private use only for the owner’s horses housed at Brockstone House.
016 20/0662/HOU Proposed single storey rear extension at Little Orchard, Heightington Road.
It was RESOLVED to recommend approval.
017 20/0474/S73 Removal of Condition 8 & 9 attached to planning application at Old House Farm, Heightington Road.
It was RESOLVED to recommend refusal to this application. Council believes that the condition for an agricultural tie should stay on in perpetuity.
018 20/0671/HOU Proposed open porch and two-storey rear extension at Church View Cottage, Porchbrook Road.
It was RESOLVED to recommend approval provided the Conservation Officer has no objections.
019 20/0693/HOU Proposed Garage with Games Room over Forge House, Gorst Hill, Rock.
It was RESOLVED to recommend approval.
020 20/0682/LBC Replacement windows and doors at Church House, Porchbrook Road, Rock.
It was RESOLVED to recommend approval.
021 20/0690/FUL Proposed construction of detached dwelling with new access drive at Rock Farm, Porchbrook Road.
It was RESOLVED to recommend refusal to this application for the following reasons:
- The site is very high visibility from Porch Brook Road and Worcester Road adjoining our Norman Church which can been seen for miles around.
- The application is for a very large dwelling which is outside the settlement boundary.
- The land has always been agricultural land and contained an orchard which has had no previous development on it, not a 2brownfield site” as described in the Planning Statement.
- Great crested newts and bats are on the site.
- No heritage statement has been provided with the application documents detailing concerns previously mentioned.
- Access to services is unsustainable. Travel necessary for shopping, schools, medical services etc.
- Inconsistencies between the application and the supporting documents. E.g. Swimming pool.
022 20/0706/HOU Demolition of existing lean-to and construction of two single storey side extensions at Chepstow Cottage, Greenaway, Rock
It was RESOLVED to recommend approval.
023 20/0707/S73 Removal of Condition 5 attached to Planning Permission WF789/04 to reinstate permitted development rights at Chepstow Cottage, Greenaway, Rock
It was RESOLVED to recommend refusal. Council strongly believes the original conditions should remain on this site.
024 20/0650/HOU Installation of a flue for new log burner at Greenaway House, Rock.
It was RESOLVED to recommend approval.
025 20/0051/OUT Erection of 4no Dwellings (access to be considered) at Land adjacent Oxleys, Tenbury Road. Clows Top, DY14 9HE
It was RESOLVED to recommend refusal for the following reasons:
- Highways – access/egress is a major problem at this very busy location
- The application is outside the Settlement Boundary
- The application proposed is on Undeveloped Agricultural Land
- Development at this site would be out of keeping with the current street
- scene.
- The proposed development does not comply with the Parish Housing Needs Survey
- The development is contrary to the WFDC policy SAL-DPL
- Contrary to national biodiversity policies
- Concerns about drainage from STP’S and other sources.
026 19/0787/FULL Revision of earlier application for Change of use of land to site ten holiday lodges, demolition of two buildings, development of access track, sewerage treatment plant & erection of storage buildings at Olive Tree, Buckeridge Lane, Rock.
It was RESOLVED to recommend refusal for the following reasons: Council believes its an inappropriate development in a rural location. It as extremely poor access off Buckeridge Lane and onto the A456. Pound Bank on the A456 is a very fast flowing road and council has major highway concerns at either junction serving Buckeridge Lane. Council also has concerns regarding the lack of suitable drainage and damage it could cause the the adjoining SSSI Lands. The dangers for the protected species on the site were also given as reasons for refusal. The proposal fails to accord with several of the District Council’s policies regarding development in Rural areas. Rock Parish Council further requests that this matter be presented to the Planning Committee for consideration.
2033 Parish Magazine:
In the absence of Councillor Stones Councillor Ms Sankey agreed to write tonight's parish council report. Councillor Nick Stones would be scheduled to write the October report. The Chairman thanked the Clerk for continuing to provide weekly briefing notes to all members of the council throughout the covid-19 pandemic.
2034 County & District Councillor’s Report:
There were no reports submitted.
2035 Finances:
a) Accounts amounting to £8,585.44 as detailed on the expenditure spreadsheet circulated to all councillors prior to the meeting were approved for payment.

There being no other business the meeting ended at 20.25pm. The next meeting will be held on Monday 26th October 2020 via Microsoft Team Webcast.
