Minutes of the Rock Parish Council AGM Meeting held in Heightington Village Hall on Monday 29th July 2019 commencing at 7.00pm.
Present: Councillors Richard Williams (Chairman); Jim Lawson; Ms Christine Sankey; Nick Stones; Sandra Woodhouse; Pat Pain; Andrew Croot; Ms Sue Morris; Sally Watkins; Christopher Price
In attendance: Mr S Clee Clerk & CPSO Nathan Chater.
Apologies: Councillor’s Colin Thornton, David Nott, Douglas Godwin, Mr Colin Link Lengthsman, District Councillor Anna & Roger Coleman.
2001 Confirmation of the Minutes:
The minutes of the last meeting held on 24th June 2019 as previously circulated were approved and signed by the Chairman.
2002 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality;
A) There were none. B) Cllrs Andrew Croot declared an Interest in Planning Application 19/0426 Far Forest Scout Rooms being a member of the scouting committee.
2003 Public Participation:
CPSO Nathan Chater updated the Parish Council on recently reported incidents within the parish mainly involving shed and garage break-ins. There had been 6 reported incidents within the past month.
2004 County & District Councillor’s Report:
In the absence of all our District & County Councillor’s there were no reports.
2005 Planning Matters:
19/0389/FULL Proposed agricultural storage building at South Hurtle Hill Top Trough, Hurtle Hill Farm Dunley, DY12 2YH
It was RESOLVED to recommend this application for refusal. Council believed there was no justification for such a large agricultural storage facility being constructed for the storage of fruit at this stage in the project. Council understands that a planted fruit farm will take at least 3 years before fruit is produced and 4 to 6 years to grow to a moderate size before a first harvest can be taken. The Council believes that the need for the building proposed has not been identified at this stage and would prefer to see a well planted crop be fruit trees going into a second season of cropping before considering the need for an agricultural shed.
19/0426/FULL Replacement existing concrete building with brick built to same footprint plus additional area for mobility WC at Far Forest Scout Rooms, New Forest Close, DY14 9TJ.
It was RESOLVED to support this application.
19/0447/FULL Single storey side extension at New Crown Bakery, Callow Hill, DY14 9XD.
It was RESOLVED to support this application. Provided a condition relating to working hours can be incorporated into the decision notice if approved, due to the increase in ovens being located within the close proximity of a residential area.
19/0448/OUTL Erection of replacement dwelling house and change of use of two agricultural buildings into two separate dwelling houses, including associated works at SHAWHILL, Heightington, DY12 2YH.
It was RESOLVED to support this OUTLINE application.
19/0452/Full Erection of two dwelling houses, with new vehicle access and associated works at Chapel Paddock, Chapel Lane off Callow Hill, DY14 9XE
It was RESOLVED to recommend REFUSAL to this application. The Council believes the proposal for 2 large detached dwellings with no garages is substantial over-development of this site. The Council would prefer to see the need for Bungalows, identified within the parish plan, to be considered at this location. The Council feels that this would be more in keeping with the needs of our parishioners who are looking to downsize and remain in the local community

2007 Parish Magazine:
Councillor Ms Christine Sankey is writing tonight’s report for the Parish Magazine and Councillor Colin Thornton to write the September report.
2008 Worcestershire County Council consultation on Passenger Transport:
Several members reported they had read the consultation document and it did not generally affect the Parish of Rock. Council did stress the need for regular punctual services within the Parish for School/College Students and for Commuters. Concerns were also expressed about the lack of spaces for cars at Kidderminster Railway Station, Rural Transport was generally very poorly supported and there appears to be no links with Shropshire Council, necessary as a great number of our parishioners travel to Cleobury Mortimer and Ludlow for general services. The Parish Councils comments would be reported to Worcestershire County Council and individual councillors were advised to leave personal comments on the WCC Online consultation pages.
2009 Accounts for Payment:
a) Accounts amounting to £8,342.12 as detailed on the expenditure spreadsheet were approved for payment.
b) The Council noted the Income & Expenditure Spreadsheets circulated to date for the 2019- 2020 Municipal Year.
2010 Date of the next Meeting
There being no other business the meeting ended at 20.10pm. The next meeting will be held on Monday 30th September 2019 at Heightington Village Hall.
