Minutes of the Rock Parish Council AGM Meeting held in Heightington Village Hall on Monday 25th November 2019 commencing at 7.00pm.

Present: Councillors Richard Williams (Chairman); Jim Lawson; David Nott; Colin Thornton; Sandra Woodhouse; Pat Pain; Christine Sankey; Ms Sue Morris; Douglas Godwin; Christopher Price; Andrew Croot; Nick Stones

In attendance: Mr S Clee Clerk & Mr John Nightingale Footpaths Officer.

Apologies: Councillor’s Sally Watkins, Lengthsman Colin Link, WMPC Nathan Chater & District Councillor’s Anna & Roger Coleman.

2035 Confirmation of the Minutes:

The minutes of the last meeting held on 28th October 2019 as previously circulated with a minor amendment were approved and signed by the Chairman.

2036 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality;

A) There were none. B) There were none.

2037 Public Participation:

Mr John Nightingale our Parish Footways Officer addressed Council. He stated we have 37 miles of footways around our Parish that are inspected and maintained by volunteers that are managed via Worcestershire County Council Public Rights of Way Unit. He confirmed the team clear rights of way and stiles wherever they can. However, when replacement posts and gates are needed the County Team step in and help. He also confirmed when stiles need repairing, they are being replaced by metal kissing gates.

2038 County & District Councillor’s Report:

In the absence of all our District & County Councillor’s there were no reports.

2039 Planning Matters:

19/0682/Listed Proposed repairs to external fabric to include new infill panels, new traditionally jointed oak framing, new windows, new external door, and repairs to chimney. Proposed internal alterations to include removal of internal blockwork skin to external walls, new staircase and new bathroom layout. at DEASLAND FARM, DEASLAND LANE, HEIGHTINGTON, BEWDLEY, DY122XQ.

RESOLVED to support.

19/0696/S73 Variation of condition 2 of 19/0237/FULL to allow changes of the proposed layout and design at LYE HEAD HOUSE, LYE HEAD ROAD, LYE HEAD, BEWDLEY, DY122UT.

RESOLVED to support.

19/0703/Full Erection of two dwellings with new vehicular access and associated works. Resubmission of 19/0452/Full at Chapel Paddock, Chapel Lane, Callow Hill, DY14 9XE.

RESOLVED to support provided a condition is placed on the approval notice to restrict the dwellings to bungalows only and that permitted development rights are withdrawn.

2040 Correspondence & Update Sheet:

There were no updates.

2041 Parish Magazine:

Councillor Douglas Godwin is writing tonight’s report for the Parish Magazine and Councillor Andrew Croot to write the December report.

2042 Rock Planning Committee:

Councillor Croot reported the last planned working group meeting had not met due to only 2 councillors attending. It was hoped a new drive and vigorous approach could take place in the New Year.

2043 Finances:

a) Accounts amounting to £927.78 as detailed on the expenditure spreadsheet were approved for payment.

b) The Council noted the Income & Expenditure Spreadsheets circulated to date for the 2019- 2020 Municipal Year.

c) The Chairman introduced the proposed Finance Committee budget proposals for 2020-21 following their meeting on 30th October 2019. The Group had endorsed the recent reinvestment of one of our saving bonds with Cambridge & Counties Bank for 3 years at 1.21% PA. The Finance Committee also recommended to Council the Precept for 2020-21 should be set at £55,100.00 It also included allowance to facilitate an increase in the clerk’s hours of employment to 25 per week from 1st April 2020 on LC2-32 national pay scales set by NALC. It was RESOLVED to approve the recommendations as set out above for 2020-21.

2044 Date of the next Meeting

There being no other business the meeting ended at 19.55pm. The next meeting will be held on Monday 16th December 2019 at Heightington Village Hall.
