Minutes of the Rock Parish Council AGM Meeting held in Heightington Village Hall on Monday 24th June 2019 commencing at 7.00pm.

Present: Councillors Richard Williams (Chairman); Douglas Godwin; Ms Christine Sankey; Nick Stones; Sandra Woodhouse; Pat Pain; Andrew Croot; Ms Sue Morris; Colin Thornton

In attendance: Mr S Clee Clerk, District Councillor Roger Coleman & 37 members of the public.

2090 Chairman opening remarks:

The Chairman Richard Williams welcomed everyone to the meeting including newly co-opted Councillor Nick Stones. He reminded members of the public we had a very busy agenda and he would be moving the planning application relating to Olive Tree at Buckeridge Lane to the top of this list following the formal processes the council needed to adopt.

2091 Confirmation of the Minutes:

The minutes of the last meeting held on 20 th May 2019 as previously circulated were approved and signed by the Chairman.

2092 Declaration of Interest for a) The Meeting and b) Any Changes to be notified to the Registers of Interests and Gifts & Hospitality;

A) There were none. B) There were none.

2093 Public Participation:

The Chairman welcomed all members of the public who were residents within Rock Parish to give their name if they wished to address the council relating to Olive Tree Planning Application;

Mr Chris Woolley addressed the Council first. He expressed concern at the closeness of the perimeter to the Boundary of his own property. He was concerned if this application was not refused it would greatly harm the wildlife on the site where Adders and Muntjac deer are regularly seen roaming freely.

Mrs Adele Green expressed her concerns at highway visibility off the A456 and the continuous screech of brakes on a road surface that is not skid proof.

Mr Ray Blount, former Councillor on the Parish Council spoke of his concerns relating to the speed of traffic and highway visibility. He was also very concerned at the sewerage system in Buckeridge Lane that would be severely affected should this volume of development be added onto it.

Mrs Dawn Fisher spoke of her concerns relating to the sewerage system where her land is currently flooded with effluent when the system overflows across the road into her adjoining farmland which adjoins a site of SSSI Listing.

Mr David Harper objects to the proposed development as the infrastructure on the A456 around the crossroads on Pound Bank is very dangerous and renowned for its blind summit location within the Parish. He was also concerned about the noise and light pollution on the surrounding dwellings which can be seen as far as Far Forest Village. He expressed concern that the field which is the subject of the application is agricultural land and the site was never identified by WFDC in last years Local Plan Review Consultation Document. He pointed out that Holiday Lodges turn into all year-round residential sites eventually.

The Chairman thanked all members for their contributions. It was requested all residents be asked to vote if they supported this application. From the public gallery there were 36 votes against the development and 1 vote for. The Chairman advised all members of the public to attend the WFDC Planning Committee and send letters or emails to the Planning Case Officer Sarah Mellor who would make the final decision on this application.

2094 County & District Councillor’s Report:

District Councillor Roger Coleman stated his wife was attending a WFDC Scrutiny Meeting at Wyre Forest tonight but both he and her had agreed to financially support the Parish Council Village Gateway Project. He confirmed there would be a Local Plan Review Meeting on the 1st July 2019 at WFDC regarding the current Consultation Document.

2095 Planning Matters:

19/0283/PIP Realignment of existing access retaining access to retained commercial uses and residential development to create a minimum of 5 and a maximum of 9 residential dwelling not exceeding 999m2 of floorspace at LAND REAR OF CLOWS TOP GARAGE, TENBURY ROAD, CLOWS TOP, KIDDERMINSTER, DY149HG.

It was RESOLVED to support this application.

19/0285/FULL Single storey side extension at SUE-DAN, TENBURY ROAD, CLOWS TOP, KIDDERMINSTER, DY149HF.

It was RESOLVED to support this application.

19/0315/FULL Conversion of outbuilding into residential accommodation at BYRE FARM HOUSE, NETHERTON ROAD, DUNLEY, STOURPORT-ON-SEVERN, DY130UN.

It was RESOLVED to support this application.

19/0330/FULL Conversion of cellar, new external steps, railings and gate, new garden office building and associated works at FALKLANDS HOUSE, HEIGHTINGTON, BEWDLEY, DY122YF.

It was RESOLVED to support this application.

19/0331/LIST Conversion of cellar, new external steps, railings and gate, new garden office building and associated works at FALKLANDS HOUSE, HEIGHTINGTON, BEWDLEY, DY122YF.

It was RESOLVED to support this application.

19/0338/FULL Proposed car port at CLADDAGH, CALLOW HILL, ROCK, DY149XW.

It was RESOLVED to support this application.

19/0351/FULL Construction of detached dwelling and associated parking area at LAND OFF A4117, FAR FOREST

It was RESOLVED to recommend refusal for this application as it was outside the settlement boundary and would tower over the adjoining properties. The site has also not been identified in the current District Local Plan for development or in the emerging local plan. 

19/0352/FULL Change of use of agricultural land to site 13No. Holiday lodges, with associated track, drainage and erection of replacement building, following demolition of 2No. Buildings at OLIVE TREE, BUCKERIDGE LANE, ROCK, KIDDERMINSTER, DY149DF.

It was RESOLVED to recommend refusal for this application following the Public representations earlier as the Council believes its an inappropriate development in a rural location with poor access off the A456. Concerns were expressed about the lack or suitable drainage and damage it could cause the adjoining SSSI Lands. The dangers for the protected species on the site were also given as reasons for refusal.

19/0356/FULL Proposed 1No four bed house with garage, parking and access improvements at OLD HALL FARM, TENBURY ROAD, CLOWS TOP, KIDDERMINSTER, DY14 9HE.

It was RESOLVED to recommend refusal for this application as the Council believes it’s a very overdeveloped site with very poor highway visibility.

2096 Correspondence & Update Sheet:

The update sheet was noted.

2097 Parish Magazine:

Councillor Douglas Godwin is writing tonight’s report for the Parish Magazine and Councillor Christine Sankey in July with Colin Thornton agreeing to write the September report.

2098 Worcestershire County Council consultation on Minerals & Waste:

The Chairman reported he had read the consultation document and it did not affect the Parish of Rock. The nearest site was in Stourport on Severn.

The Council RESOLVED to support the Plan.

2099 Accounts for Payment:

a) Accounts amounting to £10,858.78 were approved for payment.

b) The Council noted the Income & Expenditure Spreadsheets circulated to date for the 2019- 2020 Municipal Year.

c) Council approved the Annual Governance Statement for 2018-2019 and Authorised the Chairman & Clerk to sign them accordingly.

d) The Council further Approved the Accounting Statements for 2018-2019 and Authorised the Chairman & Clerk to sign them accordingly.

2100 Date of the next Meeting

There being no other business the meeting ended at 20.10pm. The next meeting will be held on Monday 29th July 2019 at Heightington Village Hall.
