Notice of making direction without immediate effect made under article 4 (1) relating to areas of Wyre Forest
Town and country planning (general permitted development) order 2015 (as amended)

NOTICE is hereby given that Wyre Forest District Council made a non-immediate Direction on the 20th February 2026, under Article 4(1) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (“the Order”).
The Article 4 Direction relates to a change of use of a building from a use falling within Class C3 (dwellinghouses) of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (as amended) to a use falling within Class C4 (houses in multiple occupation) of that Schedule being development comprised withing Class L of Part 3 of Schedule 2 of the Order and not being development comprised within any other Class. The Direction applies to areas comprised within all Wards of Kidderminster on 20th February 2027. These areas can be viewed on the map attached to the Direction.
The Article 4 Direction is a non-immediate direction, and subject to confirmation by the Council, will come into force on 20th February 2027. Once the Direction comes into force the change of use of a dwelling house (C3) to a house in multiple occupation (C4) shall not be carried out unless planning permission is first granted for this change of use.
The Direction, map and accompanying documentation were available to view for a 6 week period from 9am on 20th February 2026 to 5pm on 6th April 2026
Any representations received during the period were be taken into account by the Council when deciding whether to confirm the Article 4 Direction.
