Brownfield Land register
Brownfield Land Register
The Government is committed to maximising the number of new homes built on suitable brownfield land. The Town and Country Planning (Brownfield Land Register (BLR)) Regulations 2017 makes provision for local planning authorities to prepare, maintain and publish registers of brownfield land. The register should identify previously developed sites which have been assessed as being suitable for housing use.
The Brownfield Land Register comprises a set of information in a format prescribed by Government that will be kept up-to-date and made publicly available. The purpose of the BLR is to provide certainty for developers and communities and encourage investment in local areas.
The Brownfield Land Register is published under the Open Government Licence and is available in csv format. The BLR comprises:
- Brownfield sites that have been granted permission but construction/conversion has not yet started
- Brownfield sites that are allocated for residential development in the Adopted Local Plan (2016-2036)
- HELAA sites that have been assessed as being deliverable and developable against the criteria in the National Planning Policy Framework
- Other suitable brownfield sites which have been submitted for the BLR and meet the criteria
Where someone applies for any sort of permission themselves and it is granted, this is noted against the site entry in part 1. Where no application is made, and officers consider that the site should have a Permission In Principle (PIP), the site will be entered onto part 2 of the BLR following consultation as required by the legislation (The Town and Country Planning (Permission in Principle [PIP]) Order 2017 (legislation.gov.uk). This route gives a five year PIP approval rather than three years.
The BLR was last updated in November 2024. There are no sites on the Part 2 register. A total of 56 sites are included on the register. Of the 56 sites on the BLR, there are 33 valid (not end dated) sites. 2 sites were end dated in December 2023 as construction had started – AS/3 on Chester Road South Kidderminster for 15 dwellings and BR/RO/26 Bliss Gate Inn for 2 dwellings. Once actual construction/conversion work starts on sites they are end dated.
