Reasons for developing an LLP (including evidence where relevant)

A local lettings plan is needed to enable the residents at Emery Court to live in peace and harmony, whilst keeping residents safe from harm by reducing the incidences of anti-social behaviour, drug use/dealing and vandalism within the scheme.

During the past year Citizen has received around 200 enquires relating to anti-social behaviour from the schemes we manage in Kidderminster including Emery Court.

Citizen recently evicted a tenant from Emery Court for using the property for drug dealing. The neighbourhood officer constantly receives complaints from residents, reporting excessive visitors to flats during the night and suspected drug dealing.

Aims and Objectives of LLP

The purpose of this plan is to provide guidance to, Wyre Forest District Council, and Citizen with regards to the lettings of properties in Emery Court, specifically: -

Are any allocation restrictions proposed in terms of Home Choice Plus bandings?

All applicants will need to meet the Eligibility Criteria.

Eligibility Criteria

  1. Preference will be given to applicants aged 25 or over.
  1. No history of anti-social behaviour (ASB) or crime within the past 2 years, unless there has been an evidenced change in behaviour including no offending within the past 12 months and a successfully sustained unit of accommodation for 6 months and a positive tenancy reference.
  1. No history of drug or alcohol abuse within the past 2 years confirmed in writing by a GP or an appropriate drug or alcohol agency, unless there is an evidenced and sustained change (6 months) supported by drug and alcohol support services.
  1. All applicants to go through Citizen’s pre-tenancy assessment to assess their financial status and their suitability for the offer.
  1. Feedback will be provided on any unsuccessful offer to the council especially if the applicant is on a priority band.

Monitoring of the Lettings Plan
