New planning controls for shared housing agreed

New planning controls for houses in multiple occupation (HMOs) in Kidderminster have been agreed, following strong public support.

More than 80% of people who took part in a council consultation said they strongly support the new approach. The plans were approved by Wyre Forest District Council’s Cabinet at its meeting last night (Wednesday 10 June.)

An HMO is usually a house where people who are not related share facilities like a kitchen or bathroom.  The new controls focus on converting a family home in Kidderminster into a small HMO for up to six people. Larger conversions already need planning permission.

The new controls aim to protect the look and feel of neighbourhoods, support a mix of housing, and help address issues sometimes linked with a high number of HMOs, such as noise, waste and parking. They will also help make sure HMO conversions are carried out to a higher standard, delivering better quality accommodation and improved living conditions for tenants.

The changes will not come into effect straight away. They are expected to begin in February 2027, giving time for residents, landlords and developers to prepare.

“Thank you to everyone who took part in the consultation and shared their views. It’s clear people care about their neighbourhoods and want to see the right balance of homes in our communities.

“These new planning controls will help us manage where HMOs are located, while still recognising the role they play in providing affordable housing. Our aim is to support well-managed homes and protect the quality of life for residents.”

The changes will give the council more control when considering planning applications for new HMOs in Kidderminster. This will help make sure new developments are in the right places and meet expected standards.
