Purpose of job

  • To be the strategic lead for delivering the economic development and regeneration functions across the three North Worcestershire authorities of Wyre Forest District Council, Bromsgrove District Council and Redditch Borough Council
  • To lead and manage the economic development and regeneration functions for the three Councils.
  • To assume particular responsibility for the activities outlined within the Main Duties and Responsibilities and ensure they are delivered in line with the Councils’ policies and objectives.

Reporting relationships to other posts

The postholder will report directly to the Corporate Director: Economic Prosperity and Place at Wyre Forest District Council as line manager but will also report to the Client Management Group of the three authorities overseeing the joint working initiative.

The postholder will be responsible for the combined Wyre Forest, Bromsgrove and Redditch economic development and regeneration teams which is hosted by Wyre Forest District Council.

Requirements in relation to experience, education, special qualifications and training

The postholder should:

  • Be educated to degree level or equivalent in a subject which is relevant to the purpose of the Job.
  • Have attained a significant number of years relevant professional and/or senior managerial experience.
  • Be able to demonstrate experience of working at a strategic level.

Main duties and responsibilities

Strategic leadership

  1. To provide strategic leadership and direction across the three partner organisations to support their ambitions to grow their local economies, to invest in their assets to support regeneration and to improve skills outcomes for their residents.
  2. Working closely with the Corporate Director: Economic Prosperity and Place and the Client Management Group, to provide overall leadership, management and service delivery for the North Worcestershire Economic Development & Regeneration functions.
  3. To lead, motivate and develop the Economic Development and Regeneration Team, both individually and collectively, ensuring that members of the team are aware of the aims and objectives of the service, the performance expected of them and to ensure they display the behaviours and values of the Council.
  4. To ensure that the delivery of economic growth outcomes for North Worcestershire are achieved through alignment with and by positively influencing the three Councils’ internal corporate and operational strategies as well as strategies and action plans developed through Local Enterprise Partnerships e.g. Industrial Strategy and Shared Prosperity Fund.
  5. To advise the Corporate Director: Economic Prosperity and Place on the efficient and effective operation of the economic development and regeneration functions and to consider value for money improvements to service delivery and the effective use of new technology to support the work of the team.
  6. To act on behalf of the three councils in managing the procured investment and asset management advice service to support local growth through investment in revenue generating acquisitions and asset development for the councils’ capital investment strategies.
  7. To embrace a ‘Systems Thinking’ approach to the delivery of the three councils’ economic growth ambitions, ensuring that the services delivered through the North Worcestershire Economic Development & Regeneration (NWEDR) team are at the heart of and are seamlessly integrated with other appropriate service areas in the three councils, to best achieve economic growth for the North Worcestershire area.
  8. To work closely with public, private and third sector partners to establish and develop effective networks at senior levels to promote the delivery of the service, draw upon external funding opportunities, maximise opportunities for inward investment and deliver specific regeneration projects.
  9. To liaise with Worcestershire County Council regarding the delivery of strategic economic development and regeneration services in North Worcestershire, ensuring services are delivered effectively and efficiently at the local level and influencing County Council strategies to ensure the economic interests of North Worcestershire are prioritised.
  10. To represent the interests of the three North Worcestershire districts on external partnerships, working groups etc in pursuance of the strategic aims and objectives of the service. In particular to work closely with both the Greater Birmingham & Solihull and the Worcestershire Local Enterprise Partnerships to deliver economic outcomes to the North Worcestershire area.
  11. To lead the development of effective communication and marketing of the NWEDR functions including maintaining the NWEDR website to ensure it is up to date and relevant and the use of Social Media to promote the services of the NWEDR Team as well as the North Worcestershire area as prime investment location.

Operational leadership

  1. To lead and innovate in the development of new approaches to service delivery to ensure continuous improvement in performance, value for money and service quality.
  2. To embed performance management into the day-to-day work of the service area, including undertaking ‘My Development Reviews’, providing performance management information as required for monitoring and reporting performance to the Client Management Group as required.
  3. To be responsible for identifying training and development needs within the team and to encourage the most cost effective procurement of training and development activities to meet need.
  4. To plan, monitor and manage the service’s budget, ensuring that budgetary control procedures are followed and that all matters are dealt with in accordance with Wyre Forest District Council’s Contract Procedure Rules.
  5. To ensure that Wyre Forest District Council’s policies and procedures are embedded throughout the service, paying particular attention to health and safety, equality, diversity & inclusion, customer care, emergency planning and business continuity.
  6. To facilitate and assist with any internal audit or external service inspection as appropriate.
  7. To attend the three Council’s Cabinet/Executive, Overview and Scrutiny and Regulatory Committees to present relevant reports as necessary.
  8. To carry out any other duties and responsibilities within the scope of the post which may be allocated from time to time by the Corporate Director: Economic Prosperity and Place including, in the absence of the Corporate Director: Economic Prosperity and Place, acting for him in conjunction with other service managers within the Directorate.
