This is a description of the job as it is constituted at the date shown January 2003. Purpose of job

  • To be a member of the Council's Corporate Management Team and to support the Chief Executive in developing the Council's vision, direction and values.
  • To assist in developing an organisation which provides efficient, environmentally sound and customer sensitive services and has the capability of learning from and responding to change.
  • To have responsibility for a range of services as outlined within the key tasks and ensure they are delivered in line with the Council's established and agreed objectives.
  • To lead the Division on the strategic and service areas of responsibility.

Main duties and responsibilities

Strategic responsibilities

  1. Taking a full and active role in the corporate management of the Council both individually and as a member of the Corporate Management Team by contributing the corporate delivery of the Council's vision, mission and values.
  2. Working corporately and in a professional capacity to build and foster effective working arrangements with the Chief Executive, Members, Heads of Service, Employees, Trade Unions and internal/external partnerships in order to maximise the resources available and deliver effective services.
  3. Assisting in constructing, implementing and constantly revising a strategy for delivery of a best value customer focused service which relates to the needs and aspirations of the people of Wyre Forest and to employees and manage resources available, or potentially available, to meet those needs.
  4. Embracing the Government's modernising agenda whilst promoting sustainability in the formulation and implementation of Council policies, practices and procedures.

Corporate responsibilities

  1. Participating in the review of the Corporate Management Plan and Best Value Performance Plan and to formulate Service Business Plans.
  2. Monitoring the performance of the Service Division against agreed performance indicators.
  3. Preparing and monitoring Service budgets, in accordance with Council policy, in order to contribute to the delivery of Corporate Objectives and to ensure that the plans and policies are understood and effectively implemented to maximise service outcomes.
  4. Ensuring that appropriate professional advice and information is given to the Executive, Scrutiny and Regulatory Committees and Elected Members within agreed procedures so that they are fully informed and involved in appropriate decision making.
  5. Liaising closely with portfolio holders and chairmen of Committees and O&S Committees.
  6. Effectively managing employees and working towards the achievement of Investors in People, or other quality initiatives, and oversee the Divisional Employee Development Review process which shall include the setting of clear targets and the monitoring and review of performance, in order to maximise the potential of employees and ensure best value service delivery.
  7. Assisting the Chief Executive in the day-to-day management of health, safety and welfare at work of all employees and others who may be affected by the undertakings of the Council as described in the organisation section of the Council's Health and Safety Policy document.

  • Highways and Transport (through local partnership with County Council, the statutory body responsible for Highways)
  • Housing (strategic and enabling role with Registered Social Landlords and with Private Sector Housing)
  • Licensing
  • Local Plans
  • Planning Enforcement
  • Sustainability (Policy)

*The grouping and placing of some functions is still under consideration, including Community Safety.

Other responsibilities

  • To 'troubleshoot' specific problems or issues as necessary.
  • To contribute to peacetime emergency planning as appropriate.
  • To maintain the confidentiality of personal and sensitive information.
  • To adapt to new political management structures and work across professional disciplines.
  • To maintain a strategic overview and act in the best interests of the Council and/or Division rather than the specific interest of a particular stakeholder.
  • To act for the Chief Executive during any absence, as required.
  • To carry out any other duties and responsibilities within the scope of this post which may be allocated from time to time by the Chief Executive.

Health and safety statement

As an employee you must comply with the requirements of the Health and Safety at Work Act 1974 and affiliated regulations. You are also required to comply with the Council’s Health and Safety Policies and take reasonable care for the health and safety of yourself and of others.

Special conditions of the post

The normal working week is one of 37 hours but reasonable working hours beyond this will be required in the effective performance of your duties and responsibilities and such working will include attendance at evening meetings. Hours worked over and above the standard 37 hours per week will be taken as time off in lieu.

The attention of the postholder is drawn to paragraph 70 of the Scheme and Conditions of Service that he/she is not to prepare any plans on behalf of any applicant to this Council for planning and/or Building Regulations consent.

In accordance with the Local Government and Housing Act 1989 any posts graded on spinal point 44 or above are included on the statutory list held by the Council of politically restricted posts.

Accordingly, such postholders will not be able to be a candidate, or prospective candidate, for election as an MP, MEP or Local Councillor; hold office in a political party; act as an election agent or sub agent for a candidate for election as an MP, MEP or Local Councillor; canvass on behalf of a political party or for a candidate for election to MP, MEP or Local Councillor and speak or write in public in a manner which appears to be designed to affect public support for a political party.

Annual Leave arrangements, or any other planned absence by the postholder, must be agreed with the Chief Executive in advance.

Any special allowances and/or additional emoluments

The postholder is required to provide a suitable vehicle for use in connection with the duties of the post. Recompense for all journeys (car or public transport) within the Counties of Herefordshire, Worcestershire, Warwickshire, Staffordshire, Shropshire and the West Midlands will be in accordance with a monthly lump sum payment equated to 4,000 miles per annum at Casual User rates, with recompense for journeys involving travel beyond that area being at the appropriate casual user rate.

The Council will pay the rental (and initial installation charge if necessary) of a British Telecom telephone at the home of the postholder provided that the telephone is available for business use. The Council reserves the right at any time to amend or withdraw this allowance in its absolute discretion upon the giving of three months notice.

Essential criteria - experience

  • At least 5 years managerial and professional experience in a related area at a senior level in local government.
  • A successful record of working within a change environment and a commitment to the delivery of Best Value services.
  • A sound knowledge/experience of legislation relevant to the post.
  • Experience in the interpretation and preparation of complex documents and reports.

Desirable criteria - experience

  • Proven experience of carrying out most or all of the key tasks of this post.
