Issues and Options Consultation
The District Council is currently in the early stages of undertaking a Local Plan Review. The new Local Plan will replace the current Adopted Core Strategy, Site Allocations and Policies Local Plan and Kidderminster Central Area Action Plan. It is anticipated that the new Local Plan will be adopted in late 2017.
As part of the Local Plan Review, the Council has produced an “issues and options” document. This identifies a number of potential options for locating new development in our area and also asks questions about the main issues and challenges which may affect the District both now and in the future.
This is the first stage of the Plan Review and it is not the purpose of the Issues and Options Paper to allocate sites for future development. Rather it identifies some broad areas for potential development in the future to encourage comment and debate. This does not necessarily mean that those broad areas will be subject to development within the new plan period.

Our plans are coordinated withover how we provide overall housing number.
We have got an option in our Local Development Plan Review to provide more housing within Kidderminster Town Centre (specifically in the Bromsgrove Street area) and inside of the Ring Road. We've recently seen an increase in the conversion of vacant offices to homes in the town centre. Is housing the best option to kick start the regeneration of this area?
We have 4 options for the Horsefair area in the Local Plan Review:
- Continue with the current residential led regeneration of the Churchfields area and require transport improvements to to be made in the Horsefair as part of the development.
- Seek to provide a second vehicular canal crossing linking Churchfields to Crossley Park (Lime Kiln Bridge) as part of the regeneration of Churchfields.
- Seek to provide an additional access to the ring road from Churchfields as part of the comprehensive redevelopment of the area. This could then lead to the implementation of a one-way system in the Horsefair.
- Demolish the buildings one side of the Horsefair allowing the road to be widened to alleviate congestion.
