The Council has entered into a Limited Liability Partnership (LLP) with Public Sector Plc (PSP). The Council has agreed with PSP a proposed redevelopment of the former Lloyds Garage site to provide a new temporary accommodation facility and to use its Capital Portfolio Fund to fund the development, subject to further development of the design, costs and any tender price continuing to meet financial viability tests. In order to progress to design and detailed costs stage it has been agreed that PSP Facilitating Ltd will act on behalf of the LLP to procure the design team, oversee delivery of the project and undertake construction contractor procurement.In order to be able to do this the Council will require an exception to its Contract Procedure Rules under s6.1 & 6.2 on the basis that PSP has previous expert knowledge of the scheme. Under the provisions for exceptions the Cabinet Member is able to agree an exception for a works contract falling below the EU procurement threshold, which this project does. The full details explaining the exception are appended but contain commercially confidential information and as such are exempt.
