DATA  PROTECTION ACT  2018

This authority is required by law to protect the public funds it administers.  It may share information  provided to it with other bodies responsible for auditing or administering  public funds,  in order to prevent and detect fraud.

The Cabinet Office is responsible for carrying out data matching exercises.

Data matching involves comparing computer  records held by one body against other computer records held by the same or another body to see how far they match. This is usually personal information. Computerised data matching allows potentially fraudulent  claims and payments to be identified. Where a match is found it may indicate that there is an inconsistency which requires further investigation.  No assumption  can be made as to whether there is fraud, error or other explanation  until an investigation is carried out.

Wyre Forest District Council  participate in the Cabinet Office's  National  Fraud Initiative;   a data matching exercise to assist in the prevention and detection of fraud. We are required to provide particular sets of data to the Minister for the Cabinet Office for matching for each exercises as detailed here https://www.gov.uk/guidance/national-fraud-initiative-public-sector-data-requirements

The use of data by the Cabinet Office in a data matching exercise is carried out with statutory authority  under Part 6 of the Local Audit and Accountability  Act 2014.  It does not require the consent of the individuals concerned under the Data Protection Act 2018.

This privacy notice explains what information Wyre Forest District Council use as part of the mandatory National Fraud Initiative data matching exercise.

Safeguards are in place to ensure that the data is kept secure and the privacy of individuals protected.  Wyre Forest District Council is the data controller for the personal information collected until it has been submitted to the Cabinet Office

As a participant of the national data matching exercise, the Cabinet Officer will forward a report of matches that require further investigation, to enable detection instances of fraud, over or under payments and other errors, to take remedial action and update records accordingly.

The information Wyre Forest District Council is required to submit as part of the data matching exercise is determined by the Cabinet Office, and currently the Council submit the following types:-

  • Payroll
  • Trade Creditors’ Payment History and Standing Data
  • Council Tax Reduction Scheme
  • Council Tax
  • Electoral Register
  • Licences to include taxi driver and personal licences to supply alcohol
  • Housing Benefits (provided by the Department for Work and Pensions)

 

In accordance with data protection legislation, the Council are permitted to use your information in this way with a legal obligation to participate in this national exercise.
