Application for a Hackney Carriage /Private Hire Drivers Licence

HOW TO APPLY

In order to apply for a Hackney Carriage /Private Hire Drivers Licence you must be 21 years of age or over and have held a full DVLA drivers licence for 12 months. You must also be considered to be a fit and proper person to hold such a licence.

STEP 1

Pick up an application form from the Worcestershire Hub, Vicar Street, Kidderminster or telephone 01562 732928. Once completed telephone the Licensing Section on 01562 732595 to make an appointment to pick up a Criminal Records Bureau (C.R.B.) Disclosure form. The Licensing Authority is by law allowed to check with the C.R.B. for a 'Enhanced' criminal conviction record check.

STEP 2

When you have fully completed the C.R.B Disclosure please telephone the Licensing Officer on 01562 732595 to make an appointment for a licence interview.

You will be given an appointment time and date to see the Officer.

STEP 3

At the appointed time and date bring to your licence interview the following documentation:

• the completed C.R.B. Disclosure application form
• the completed Drivers application form
• 2 written references
• 3 passport type photographs of yourself
• your DVLA drivers licence
• your completed medical certificate (this can be produced later if not done)
• your Passport
• your Marriage Certificate (if applicable)
• your Birth Certificate
• your P.45 P.60 (National Insurance Number)
• 2 means of documented evidence to prove your current address.

At your interview the Licensing Officer will check your C.R.B. Disclosure application form and if it is correctly completed will countersign it and forward it to C.R.B .

The C.R.B. makes a charge for the Disclosure application. You will be required to pay this to the Licensing Officer at your interview. You can pay by cash or cheque. Cheques to be made payable to Wyre Forest District Council.

STEP 4

Whilst at your interview you may make an appointment to take your 'Knowledge Test'. Payment for the Test should be made at time of the Test. Payment to be made payable as above.

The Licensing Officer will brief you regarding the requirements of the 'Knowledge Test'.

STEP 5

Once you have successfully passed the 'Knowledge Test' and all other documents (including Disclosure) have been received and your application is accepted your Hackney Carriage/Private Hire Drivers Licence will be issued to you. The Licensing Officer will inform you of the relevant fee to be paid. Payment to be made payable as above.

PLEASE NOTE THAT A DRIVERS LICENCE CANNOT BE ISSUED UNTIL THE DISCLOSURE FORM IS RETURNED FROM C.R.B.

Hackney Carriage and Private Hire Licensing

Hackney Carriages & Private Hire Vehicles

There are two different types of vehicle that are licensed by Wyre Forest District Council. They are Hackney Carriage and Private Hire Vehicles.

A Hackney Carriage

*     Can park on an authorised taxi rank

*     Will display a yellow plate on the rear bumper

*     Can ply for hire or be hailed by prospective passengers in the controlling district

*     Must be driven by a licensed Hackney Carriage driver at all times whether or not the vehicle is working

A Private HIre Vehicle

*     Must be pre-booked with a licensed private hire operator

*     Will display a red plate on the rear bumper

*     Cannot stand on a rank and cannot ply for hire

*     Must not operate independently from a private hire operator

*     Must be driven by a licensed private hire driver

DVLA Mandate and Criminal Record Bureau Disclosure application forms will be provided by the Licensing Officer upon demand from the applicant via appointments made via Licensing Surgeries on Thursday of each week.
