The West Midlands Regional Spatial Strategy was formerly known
as 'Regional Planning Guidance for the West Midlands' and was
approved by the First Secretary of State in June 2004. The Regional
Spatial Strategy provides a long term land use and transport
planning framework for the West Midlands to 2021 and incorporates
the Regional Transport Strategy.
The West Midlands Regional Spatial Strategy (RSS) is part of the
Statutory Development Plan for the area, and will provide the
Regional context to guide the preparation of the future District
Local Development Framework.
The West Midlands Regional Assembly is responsible for preparing
phased revisions to the RSS for submission to the Secretary of
State. The West Midlands RSS is currently undergoing an early
review in three stages.
Phase Two of the RSS review considers the distribution of new
housing and employment development at District level, along with
other review proposals relating to housing, employment, waste and
transport. The Phase Two Revision underwent an Examination in
Public between 28th April and 24th June
2009. A Panel Report has been published and is available to
download using the link below. It is anticipated that the
Secretary of State will publish proposed changes early in
2010. A period of public consultation will take place on the
proposed changes. Further details will appear here.

West Midlands Regional Spatial Strategy Phase Three
Revision
A consultation has been undertaken on the options for
Phase Three of the Regional Spatial Strategy Revision. The
consultation closed on 14th August 2009. Issues being
considered in the RSS Phase Three Revision are:
- Rural Services: Identification and provision of services that
are critical to the sustainability of rural communities
- Housing: Provision of pitches and plots for Gypsies, Travellers
and Travelling Showpeople
- Culture, Sport and Tourism: Strengthen RSS policies to support
cultural, sport and tourism needs of the Region
- Environment: Update existing Quality of Environment policies in
the RSS and consider need for new policies related to flood risk,
renewable energy and Green Belt
- Minerals: Safeguarding minerals and examining future supply of
aggregates
