Core Strategy Examination: The Process from Submission to Adoption

Following submission to the Secretary of State on 8th April 2010, the Wyre Forest District Core Strategy was subject to independent scrutiny by way of an Examination in Public.

The purpose of the examination was to consider if the Development Plan Document (DPD) complied with the legal requirements and was ‘sound’. 

The Secretary of State appointed an independent Inspector, Philip Goodman BA(HONS) DMS MRTPI, to conduct the examination.

The administration of the examination was arranged through the Programme Officer, Mr Chris Luckham.

Pre Hearing Meeting

The Pre-Hearing Meeting (PHM) was held on 7th June 2010 at the Town Hall, Kidderminster, where the Inspector, Philip Goodman, outlined the examination process and set dates for the submission of evidence and the hearings programme. Examination Timetable

The public hearings ran from Monday 19th to Thursday 29th of July 2010 at the Town Hall in Kidderminster. The timetable and agenda for the hearings is set out in the WFCS Examination Hearings Programme V13 - Attendees at 20th July 2010.(ED86), along with the Daily Agendas (ED77 - 86) and attendees.(ED85)  & (ED76)

Statements of Common Ground

These are joint statements where there is common ground between parties in relation to issues of debate within the Core Strategy document and these can be viewed in the documents library under reference SCG – Statements of Common Ground

Inspector's Possible Significant Changes

Following the Core Strategy Examination in Public hearing sessions, which took place from the 19th July to 29th July 2010, the Examining Inspector requested that possible significant changes arising from the discussion at the hearing sessions be publicised.  The Council undertook a 4 week consultation on his proposed possible significant changes which finished on Thursday 9th September 2010.

The comments received were considered by the Inspector and are published on the Library Documents list web page under Inspectors Possible Changes (IPC) .
 

The Inspector`s Report

This was received by the council on 5th October 2010 and was scrutinised by the Council for factual accuracy. The final version, including covering letters, is now available to view
 
 

The Adoption Process

The report was taken through the Council`s committee process, to discuss its adoption, as timetabled above .  Council resolved to adopt the Core Strategy at their meeting on 1st December 2010 and it came into effect on 9th December 2010.
