Unoccupied and Insecure Houses
What are unoccupied and insecure properties?
These properties are usually domestic properties where people,
for various reasons no longer reside at the premises. For
example, due to vandalism the premises may have broken windows and
this can allow access to intruders.
It is vital that these premises are not left insecure as they can
attract anti social behaviour, including the dumping of rubbish and
alcohol and substance abuse.
Not only do these premises become a danger to public health but
they are also a wasted housing opportunity.
How does the property get secured?
An Officer from this Department will undertake an inspection on
the property. If it is found that unauthorised entry is being
gained, the owner will be traced and contacted and an agreement
made to secure the property. If the owner fails to comply,
the Local Authority can serve a statutory notice requiring the
owner to board-up/secure the property.
Failure to comply with the requirements of the notice may result in
the Local Authority carrying out the works in default (i.e.
appointing a contractor) and recovering the costs from the
owner.
If immediate works are required to prevent the property becoming a
danger to the public or public health, and the name and address of
the owner or the whereabouts of the occupier are not reasonably
practical to obtain, then the Local Authority may undertake any
works necessary to prevent unauthorised entry without serving a
statutory notice.

temporarily absent and is not effectively secured against
unauthorised entry or is likely to become a danger to public
