Requests for Temporary Road Closures

When can a road be closed temporarily?

The District Council can make an Order for a temporary road closure for parades and/or social events such as a street party.

When can I apply for a temporary road closure?

You must make your application for a temporary road closure, a minimum of 6 weeks prior to the date of the planned event.

If you know you are going to hold an event during the year, you can submit your application as early as possible. We will acknowledge your application and process it at the appropriate time.

How do I apply?

Simply download an application form, fill it in, print it out and sign it.

Send the application form, with a plan showing the route of the proposed closure to:

What does the Council do when it receives my application?

When we receive your application, a Temporary Road Closure Order is drafted and a copy is sent by fax (with the event organiser's application form and plan) to:
  • The Police
  • The Highways Partnership Manager
These bodies are then requested to confirm approval or rejection of the application within 7 days, although it may often take longer than this.

What happens if my application is approved?

The Council will notify you of the approval, letting you have details of any conditions attached to that approval and also supplying a copy of the draft Order.

You will be requested to sign and return a copy of the Council's letter signifying your acceptance of the content of the Order and of any conditions imposed.

On receipt of your signed acceptance letter, the District Council will then 'seal' or confirm the Order.

We will also notify:
  • The Emergency Services
  • The Ward and Parish Councillors
  • The Highways Partnership Unit
  • The Bus Companies
  •  West Mercia Constabulary
  • Any other interested parties.
Council officers will then be requested to:
  • put up notice of the Order in the locality of the temporary road closure; and
  • display a notice of the Order in the various Council reception areas and Tourist Information Centre.

If my application is approved, what will happen on the day of the event?

The road closure will proceed as planned with liaison between the applicant and the police.

What happens if my application is not approved?

The Council will inform you if the Police and/or the Highways Partnership Manager have not agreed to the road closure.

You will be invited to liaise with the Police and/or the Highways Partnership Manager to ascertain whether alternative arrangements can be negotiated.

If alternative arrangements are agreed, you must notify the Council so that the Draft Order can be amended and 'sealed' to confirm the alternative agreement. Subsequently the same processes take place as for an approved application.

If alternative arrangements cannot be agreed, no road closure will take place.
