The 1999 Local Government Bill introduced a new regime for British local government whereby local authorities were required to make specific arrangements to secure ‘best value’ by achieving continuous improvement across all its services.
This embodies the Government’s vision for making life better for local people and for business by improving public services and
- ensuring that public services are responsive to the needs of citizens, not the convenience of service providers;
- ensuring that public services are efficient and of a high quality;
- ensuring that policy making is more joined-up and strategic, forward looking and not reactive to short-term pressures;
- using information technology to tailor services to the needs of users; and
- valuing public service and tackling the under-representation of minority groups.
Best Value Performance Plan
Each year the Council produces a ‘Best Value Performance Plan’ which reviews our
performance over the year summarising our achievements measured by nationally set Best Value Performance Indicators.
Following the Local Government and Public Involvement in Health Act in October 2007, this is the final year that Best Value
Performance Indicators will be collected and Best Value Performance Plans are required. However, a new set of National Indicators
are now being collected and these, along with all of the Council's performance information will be reported at the end of
each year as an Annual Performance Report.
