In order to apply for a Hackney Carriage /Private Hire Drivers Licence you must be 21 years of age or over and have held a full DVLA drivers licence for 12 months. You must also be considered to be a fit and proper person to hold such a licence.

Once completed contact us to make an appointment to pick up a Disclosure and Barring Service (D.B.S) form.
The Licensing Authority is by law allowed to check with the D.B.S for a Enhanced criminal conviction record check.
When you have fully completed the D.B.S Disclosure please contact us to make an appointment for a licence interview.
You will be given an appointment time and date to see the Officer.
At the appointed time and date bring to your licence interview the following documentation:
At your interview the Licensing Officer will check your D.B.S Disclosure application form and if it is correctly completed will countersign it and forward it to D.B.S .
The D.B.S makes a charge for the Disclosure application. You will be required to pay this to the Licensing Officer at your interview. You can pay by cash or cheque. Cheques to be made payable to Wyre Forest District Council.
Whilst at your interview you may make an appointment to take your Knowledge Test. Payment for the test should be made at time of the test. Payment to be made payable as above.
The Licensing Officer will brief you regarding the requirements of the Knowledge Test.
Once you have successfully passed the Knowledge Test and all other documents (including Disclosure) have been received and your application is accepted your Hackney Carriage/Private Hire Drivers Licence will be issued to you. The Licensing Officer will inform you of the relevant fee to be paid. Payment to be made payable as above.
PLEASE NOTE THAT A DRIVERS LICENCE CANNOT BE ISSUED UNTIL THE DISCLOSURE FORM IS RETURNED FROM D.B.S.

DVLA Mandate and Disclosure and Barring Service application forms will be provided by the Licensing Officer upon demand from the applicant via appointments made via Licensing Surgeries on Thursday of each week.

Taxi fares for Hackney Carriages are set by the Council and calculated by a taximeter fitted in the vehicle. Hackney Carriages must be fitted with a taximeter, but it is optional for Private Hire vehicles. The taximeter displays the maximum charge payable for a journey, but drivers are free to charge less than the fee calculated by the taximeter.
