Local plan review - Call for Sites
Call For Sites launches Wednesday 1 October 2025 for 12 weeks.
Call for Sites is for site submissions only at this stage, not comments; formal public consultation will take place following the site assessment. This should take place between June and October next year in accordance with our Local Development Strategy.
This is a key part of a Local Plan review. It is an opportunity to tell us about land that is available for housing, employment, leisure, gypsy and traveller sites and renewable energy generation to ensure we can meet identified needs
One of the reasons we are carrying out the Call For Sites is due to a change to national planning policy. The Government has revised the way housing needs figures are calculated and the district’s target has currently been increased by 112% from 276 a year to 584. We also need to update employment land assessments, open space assessments, supply of gypsy and traveller pitches and self and custom build plots. The Call For Sites will help us build a clear picture of what sites are available.
Purpose of the Call for Sites exercise
This exercise invites stakeholders to submit land or buildings that may be suitable for future development or other uses. Submissions will help inform the evidence base for the Local Plan.
Please submit a Site Location Plan along with your submission outlining the boundary of the site in red and any other adjoining land that you own in blue. The map should be at an identified standard metric scale (typically 1:1,250 or 1:2,500 for larger sites) and should show the direction north.

Guidance on each section of the form
Provide full contact details and indicate your status (e.g. landowner, developer, agent). If acting on behalf of someone else, include their name and address.
You will need to include:
Site address and postcode – If it is not possible to provide a site address, please provide a site name here and provide the grid reference co-ordinates taken from the centre of the site.
Site size in hectares: Please note: In line with national guidance, residential and employment sites should be capable of delivering at least five homes or, for economic uses, be a minimum of 0.25 hectares or able to provide at least 500 square metres of floorspace. You can also submit in square meters if hectares are not applicable.
Grid reference (if known) – You can find the grid reference for your site on open source Grid Reference Finders such as UK Grid Reference Finder by hovering over the centre of the site and right clicking the mouse. Please take the grid reference from the centre of the site.
Current and historic land uses
Any adjacent land uses if applicable.
Greenfield or previously developed land (Include % split if mixed)
Planning history: Please note down any previous planning applications associated with the site including planning reference numbers, description of application (e.g. what the application was for) and the result e.g. approved, pending decision, refused, withdrawn, allowed on appeal etc. This information can be found on our public access system using this weblink: Simple Search
If the site has been submitted for consideration in a previous ‘Call for Sites’ please include, the site name, reference, previous proposed use and date it was submitted here.
Tick all relevant proposed uses which you would like the site to be considered for. If you would like the site to be considered for more than one use, you can tick multiple boxes:
- Housing
- Employment
- Retail
- Leisure
- Gypsy, Traveller and Travelling Showpeople
- Renewable energy (solar/wind)
If you have selected other; in your own words please specify what the proposed use of the site would be.
Indicate:
- Whether you or your client own all, part, or none of the site
- If not the owner, please provide known ownership details
- Whether the owner supports the proposal – this is important for us to understand the current arrangements with the site.
You will need to complete this section if your site is submitted for housing development. As part of this you will need to:
- Estimate the number of dwellings
- Indicate likely development timeframe (e.g. within 5 years, 5–10 years, etc.)
- Specify the proposed mix (e.g. 1–4+ bedrooms, houses, flats)
State whether:
- The site is owned or optioned by a developer
- There have been enquiries or marketing activity
- There is no current interest
This is important to help us establish how soon the site is likely to be deliverable / developable.
Section 7: Utilities/Infrastructure
Indicate availability of:
- Mains water, sewerage, electricity, gas
- Access to a public highway
Identify any constraints such as:
- Topography, access, tree cover
- Flood risk
- Proximity to uses such as railways, industry.
- Potential contamination
- Vehicular access
Where you have selected a suitability issue, please provide comments where applicable to help us understand how the issue affects the site. For example, if flood risk affects the site, please specify what part of the site is affected or if potential contamination affects the site, please specify what the contamination risk is.
Section 9: Availability Issues
Please use this section to clarify:
- Whether other land needs to be acquired in order to be developed.
- Any legal or ownership constraints (this can include any covenants)
- Willingness of the owner to sell
- Estimated availability timescale (e.g. immediately, 5–10 years)
Section 10: Achievability Issues
Assess:
- Whether the site is in a compatible use area
- Any abnormal costs (e.g. contamination, demolition)
- Whether there is a need to relocate existing uses
- Any infrastructure investment requirements e.g. creation of a new access roads
- Other viability concerns
Data Use and Confidentiality
The site details you provide will be assessed by the Planning Policy Team and may be published as part of the Local Plan evidence base
